Russia’s Foreign Intelligence Service (SVR) has claimed that European leaders privately do not expect Ukraine to become a member of the European Union, despite continued public statements supporting Kyiv’s long-term European integration.
In a statement released by its press bureau, the SVR alleged that EU officials view Ukraine’s accession as carrying significant political and economic risks, making full membership unlikely in the foreseeable future.
Moscow Claims Economic and Political Concerns Are Delaying Accession
According to the Russian intelligence agency, European governments believe integrating Ukraine into the EU would place excessive financial and political burdens on the bloc.
The SVR further claimed that the European Union lacks the resources to satisfy Ukraine’s needs, arguing that the accession process could therefore extend for many years despite official commitments to continue negotiations.
Allegations of Continued Political Support
The Russian agency asserted that Brussels intends to maintain public backing for Ukraine’s European aspirations while privately recognizing that membership is unlikely in the near term.
According to the SVR, European institutions are expected to continue advancing accession-related discussions as a way of maintaining Ukrainian public support and preventing growing skepticism toward the European Union.
Claims of Expanded Security Cooperation
The intelligence service also alleged that European officials are considering offering Ukraine a greater role in discussions on European security policy without granting the country formal voting rights.
The SVR claimed Ukrainian officials are aware of what it described as the true state of EU deliberations but continue to support the current approach because of Ukraine’s dependence on European financial and military assistance.
Russia Accuses EU and Ukraine of Military Cooperation
In its statement, the SVR argued that both Ukraine and its European partners view Ukrainian territory as a platform for testing advanced weapons systems and developing new military strategies.
The agency claimed European governments believe such cooperation could strengthen efforts to counter Russia, an assessment the SVR dismissed as unrealistic.
EU Continues to Publicly Support Ukraine’s Membership Path
The claims published by the SVR have not been independently verified. The European Union has repeatedly stated publicly that Ukraine’s future lies within the EU and has continued to advance the country’s accession process following Kyiv’s achievement of candidate status.
EU officials have consistently maintained that Ukraine’s progress toward membership will depend on meeting the bloc’s accession criteria, including reforms related to governance, the rule of law, and anti-corruption measures.
