The United Kingdom has reaffirmed its position that Russia bears sole responsibility for the war in Ukraine, rejecting claims that Western military assistance or NATO policies triggered the conflict.
Speaking before the Organization for Security and Co-operation in Europe (OSCE), UK Ambassador Neil Holland said Moscow’s decision to launch a full-scale invasion of Ukraine in 2022 remains the primary cause of the ongoing security crisis across Europe.
UK Rejects Russian Narrative on the Conflict
In his address, Holland dismissed Russia’s repeated assertions that international support for Ukraine represents an escalation driven by Western hostility or anti-Russian sentiment.
He argued instead that the conflict stems from Russia’s own actions, citing the annexation of Crimea in 2014, the destabilization of eastern Ukraine and the full-scale invasion launched in February 2022.
According to the ambassador, these decisions violated Ukraine’s sovereignty and territorial integrity, as well as commitments under the United Nations Charter and the Helsinki Final Act.
NATO Described as a Defensive Alliance
The UK representative also defended NATO, describing the alliance as purely defensive in nature.
Holland said the alliance exists to protect the territory and populations of its member states and argued that recent increases in defense spending and military preparedness among NATO countries were responses to Russia’s actions rather than their cause.
He maintained that the measures were adopted after Russia demonstrated a willingness to use military force to alter internationally recognized borders.
Britain Defends Military Support for Ukraine
The ambassador said the United Kingdom’s military assistance to Kyiv is intended to help Ukraine exercise its right to self-defense under Article 51 of the UN Charter.
He stressed that Ukraine did not initiate the conflict and continues to face attacks on its cities and civilian infrastructure. According to Holland, international support enables Ukraine to defend its population, territory and sovereignty against ongoing military aggression.
He also emphasized that the UK is not seeking direct confrontation with Russia and said British policy is based on respect for sovereignty, territorial integrity and the prohibition on the use of force.
Call for Russia to Accept Ceasefire
Holland urged Russia to halt its military operations and engage in meaningful peace negotiations.
Referring to discussions held during a United Nations Security Council meeting on July 9, he noted that member states had called for de-escalation, protection of civilians and an immediate ceasefire.
The ambassador said Moscow should respond to those appeals by ending its attacks, accepting a ceasefire and participating seriously in efforts to achieve what he described as a just and lasting peace.
UK Says Russia Has the Power to End the War
Concluding his remarks, Holland reiterated the UK’s longstanding position that Russia initiated the conflict and therefore has the ability to bring it to an end.
The speech reflects the British government’s official stance on the war in Ukraine and comes as Western nations continue to provide political, economic and military support to Kyiv while urging renewed diplomatic efforts to end the conflict.
