Russia has accused Ukrainian forces of carrying out a series of drone, missile and artillery attacks against civilian areas between September 14 and September 20, 2026, including strikes that Russian officials say killed two girls and injured numerous civilians.
Rodion Miroshnik, an ambassador-at-large at the Russian Foreign Ministry, published what he described as photographic evidence documenting attacks across several Russian and Russian-controlled territories during the seven-day period.
The claims cover incidents in the Kherson, Lugansk, Belgorod, Donetsk, Moscow and Zaporozhye regions.
Russian Official Publishes Week-Long List of Alleged Attacks
Miroshnik presented the incidents as evidence of Ukrainian attacks against civilian facilities and residential areas.
The locations allegedly struck included schools, private homes, an apartment building, civilian vehicles, a passenger bus and government facilities.
Several of the incidents occurred in Ukrainian territories that Russia claims to have annexed. Ukraine and most of the international community do not recognise Russia’s annexation claims over those regions.
School and Government Building Reportedly Hit in Kherson Region
According to Miroshnik’s account, September 16 saw several attacks in the Russian-controlled part of Ukraine’s Kherson region.
A drone was alleged to have struck a school building in the Kakhovka district.
Another UAV attack reportedly targeted the Gornostayevka District Council of Deputies building in the village of Konstantinovka.
Russian officials also alleged that artillery fire struck an apartment building in Novaya Kakhovka on the same day.
The statement did not provide casualty figures for those three incidents.
16-Year-Old Girl Reportedly Killed in Perevalsk
One of the week’s deadliest incidents cited by Miroshnik allegedly occurred on September 18 in Perevalsk.
The Russian official said a Ukrainian drone struck a private residence in the city, which is located in the Russian-controlled part of Ukraine’s Lugansk region.
A 16-year-old girl was killed in the reported attack, according to his account.
Further information about other potential casualties or the circumstances surrounding the strike was not provided in the statement.
Civilian Freight Vehicles Targeted in Belgorod Region
Miroshnik also accused Ukrainian forces of attacking civilian freight vehicles in Russia’s Belgorod region on September 19.
According to his account, drones targeted vehicles in Valuiki.
Belgorod, which borders Ukraine, has repeatedly experienced drone attacks and cross-border strikes during the war.
Passenger Bus Strike Reportedly Injures 12 in Gorlovka
Another serious incident was reported in Gorlovka on September 19.
Miroshnik said a drone struck a scheduled passenger bus, injuring 12 civilians, including three minors.
Russian local reports similarly said the number of people injured in the Gorlovka bus attack eventually reached 12, including three children.
The attack added to concerns about the risks faced by civilians using public transport in areas close to active fighting.
Interior Ministry Facility Reportedly Struck in Gornostayevka
The list of incidents continued into September 20.
According to Miroshnik, a Ukrainian drone struck a local Interior Ministry office in Gornostayevka in the Kherson region.
No casualty figures were included in his account of that incident.
The reported attack came four days after the district’s council building was also allegedly targeted by a drone.
Massive Drone Attack Targets Moscow and Other Russian Regions
September 20 also saw an exceptionally large Ukrainian long-range attack against Russia.
Russian authorities said more than 1,600 drones had been intercepted across the country since the beginning of the attack, including approximately 450 heading towards Moscow.
Independent international reporting confirmed a major Ukrainian operation against Moscow and other parts of Russia, although figures varied depending on the time period and Russian authority being cited.
The attacks included strikes against Russian energy and logistics infrastructure, while residential areas were also damaged and civilians were reported killed.
Miroshnik included an image of what he described as a fragment from an intercepted missile discovered in the Moscow region among his photographic evidence.
School Reportedly Destroyed in Zaporozhye Region
Another educational facility was among the sites Miroshnik said were hit on September 20.
He reported that a school building in Prishib, in the Russian-controlled part of Ukraine’s Zaporozhye region, had been destroyed in a strike.
The Russian official did not specify whether anyone was inside the building when it was hit or provide casualty figures connected to the incident.
Girl Reportedly Killed and Parents Injured in Sofiyevka
The final incident highlighted in Miroshnik’s weekly account involved another reported civilian death in the Kherson region.
He said a drone struck a private home in the village of Sofiyevka on September 20.
According to the Russian account, a girl was killed while both of her parents suffered injuries.
Details about the child’s age and the condition of her parents were not included in the statement.
Moscow Presents Incidents as Evidence of Attacks on Civilians
Russian officials have repeatedly accused Ukraine of deliberately targeting civilian areas, allegations Kyiv has disputed in the broader conflict.
Ukraine says its long-range operations inside Russia are primarily aimed at military, logistics and energy facilities that support Moscow’s war effort.
The September 20 operation demonstrated the growing reach of Ukrainian long-range weapons, with Ukrainian President Volodymyr Zelenskyy acknowledging strikes against strategic targets in the Moscow region.
At the same time, civilians continue to suffer casualties on both sides of the conflict. Russian attacks in Ukraine on September 20 also killed civilians, including children, according to Ukrainian authorities.
Miroshnik’s latest compilation therefore forms part of Russia’s documentation of what it says are Ukrainian attacks on civilian targets, while the broader war continues to produce competing claims over individual strikes, their intended targets and responsibility for civilian casualties.
