Federal Government Hails Stakeholders as Broadcasting Chiefs Approve Controversial Digital Switch Over Plan in Abuja After Heated Negotiations Over Nigeria’s Media Future

Nigeria’s long-awaited transition from analogue to digital broadcasting gained significant momentum on Tuesday as key players across the media and communications landscape reached a broad agreement on the next phase of the Digital Switch Over (DSO) programme.

The breakthrough emerged from a high-level stakeholder meeting held in Abuja, where representatives of government agencies, broadcasters, content producers, technology providers, manufacturers, signal distributors, and satellite operators gathered to address lingering concerns surrounding the nationwide digital migration initiative.

Stakeholders Align on Future of Broadcasting

Speaking after the meeting, the Honourable Minister of Information and National Orientation, Mohammed Idris, described the outcome as a major achievement for the country’s broadcasting reform agenda.

According to the minister, participants demonstrated a shared vision for the future of Nigeria’s media industry by reaching consensus on several critical issues that had previously slowed implementation efforts.

Among the areas of agreement were the adoption of a hybrid broadcasting framework, the continued importance of Digital Terrestrial Television (DTT), stronger safeguards for industry investments, and the need for ongoing collaboration among stakeholders.

He noted that the level of cooperation displayed during the discussions reflected growing confidence in the DSO programme and signaled readiness across the sector to move forward with implementation.

Digital Migration Seen as Economic Growth Driver

Beyond the technical aspects of broadcasting modernization, participants emphasized the broader economic opportunities tied to the digital transition.

The minister explained that stakeholders viewed the DSO initiative as a transformative national project capable of creating employment opportunities, expanding local content production, attracting fresh investments, and strengthening Nigeria’s rapidly growing creative and entertainment industries.

He stressed that the digital migration should not be regarded merely as an upgrade in transmission technology, but as a strategic platform for unlocking new economic value across multiple sectors.

Government Commends Spirit of Collaboration

Federal authorities praised the willingness of industry participants to work toward common objectives despite differing commercial interests.

Mohammed Idris said the broad agreement achieved during the engagement demonstrated a collective commitment to national development goals and highlighted the industry’s readiness to prioritize long-term growth over short-term sectoral concerns.

He added that the consensus reached provides a solid foundation for speeding up the implementation process and ensuring the success of the digital broadcasting reform programme.

Commitment to Investment Protection and Regulatory Stability

The Federal Government also reiterated its commitment to creating an environment that encourages investor confidence throughout the transition.

Officials assured stakeholders that regulatory frameworks would remain stable and supportive, while measures would be put in place to protect investments already made within the broadcasting ecosystem.

The government further pledged to ensure that the implementation process remains inclusive, allowing all categories of stakeholders to participate and benefit from the digital transformation.

Communiqué Calls for Continuous Engagement

A communiqué issued at the conclusion of the meeting outlined several recommendations aimed at sustaining progress and ensuring accountability.

Participants agreed on the importance of regular consultations among industry players, the development of stronger business models for broadcasting operations, and increased support for local content creation and manufacturing initiatives linked to the DSO ecosystem.

The communiqué also proposed the formal adoption of quarterly stakeholder meetings to maintain alignment among participants and provide a platform for monitoring implementation milestones.

Industry Leaders Pledge Support for Fast-Tracked Rollout

The gathering ended with a collective commitment to accelerate the rollout of the Digital Switch Over programme while ensuring that the process remains sustainable, innovative, and beneficial to all participants in the broadcasting value chain.

Among those in attendance were the Permanent Secretary of the Federal Ministry of Information and National Orientation, Binyerem C. Ukaire; the Director-General of Nigerian Communications Satellite Limited, Jane Egerton-Idehen; the Director-General of the National Broadcasting Commission, Charles Ebuebu; the Director-General of the Nigerian Television Authority, Salihu Abdullahi Dembos; the Director-General of the Advertising Regulatory Council of Nigeria, Olalekan Olumuyiwa Fadolapo; Chairman of the Broadcasting Organisations of Nigeria, Tony Akiotu; and Chairman of Channels Television, John Momoh, alongside other prominent figures from Nigeria’s broadcasting, media, technology, and communications sectors.

Push Toward a Fully Digital Broadcasting Era

With key stakeholders now largely aligned on the direction of the project, the Federal Government says it will continue working closely with industry participants to ensure the successful execution of the Digital Switch Over programme.

Officials maintain that a successful transition will not only modernize Nigeria’s broadcasting infrastructure but also deliver substantial social and economic benefits, positioning the country’s media sector for greater competitiveness in the digital age.
