Family of British Man Fatally Shot in Philadelphia Calls Retired Firefighter ‘Scum’ as Alleged Construction Payment Dispute Comes Under Investigation

A fatal confrontation outside a Philadelphia residence has sparked competing narratives from the family of a British man who was killed and supporters of the elderly homeowner now facing a murder charge.

Authorities say 21-year-old Salis Hanrahan died after being shot outside a home in the Roxborough neighborhood on July 8.

He was found suffering from a gunshot wound to the chest after leaving the property and later died at a hospital.

Police arrested 75-year-old George Barr, a Vietnam veteran and retired Philadelphia firefighter, who has since been charged with murder, possession of an instrument of crime, and recklessly endangering another person.

Construction Payment Dispute Reportedly Preceded Shooting

According to local reports, the shooting followed a disagreement over renovation work at Barr’s home. Hanrahan and others had reportedly been hired to install new vinyl siding on the property.

Investigators and local media say Barr initially paid a $5,000 deposit for the project.

However, the dispute allegedly escalated after contractors demanded substantially more money.

Reports indicate Hanrahan sought as much as $70,000 for the work—far exceeding the home’s estimated value of approximately $258,000.

Neighbors claimed the workers repeatedly requested additional payments and alleged that damage later appeared on the home’s roof during the project, further intensifying tensions.

Federal Officials Allege Immigration Violations and Fraud Links

The case has also drawn attention from federal immigration authorities.

A spokesperson for the U.S. Department of Homeland Security identified Hanrahan as a British national who was allegedly living in the United States illegally.

The agency further claimed he had previously been denied authorization to travel to the U.S. under the Electronic System for Travel Authorization (ESTA) after authorities linked him to what they described as the “Traveling Conman Fraud Group.”

Federal officials allege the group consists largely of British and Irish nationals accused of targeting homeowners—particularly elderly residents—through deceptive home repair schemes.

Prosecutors have previously alleged that members quote low prices before dramatically increasing costs and pressuring victims into making large upfront payments for incomplete or unnecessary work.

Similarities Drawn to Earlier Fraud Investigation

The allegations surrounding Hanrahan bear similarities to a federal fraud case prosecuted in Rhode Island earlier this year.

In that investigation, prosecutors accused a British national of operating sham construction businesses that persuaded homeowners to authorize unnecessary repairs before demanding significantly higher payments.

Court records alleged victims were frequently elderly and, in some cases, paid hundreds of thousands of dollars for questionable work.

Authorities have not publicly accused Hanrahan of criminal conduct in connection with Barr’s case beyond the statements issued by Homeland Security, and the circumstances surrounding the Philadelphia incident remain under investigation.

Grieving Family Publicly Denounces Suspect

Following Hanrahan’s death, his relatives used social media to express their grief and anger.

His sister, Lisa-Marie Hanrahan, shared a photograph of Barr alongside a message describing him as “the scum that took my baby brother.”

Other relatives similarly condemned the retired firefighter, with one family member describing him as “evil” and insisting there was no justification for the shooting.

Friends of Hanrahan also called for Barr to remain behind bars as the criminal case proceeds.

Widow and Infant Daughter Left Behind

Hanrahan is survived by his wife, Roseann, whom he appeared to have married earlier this year based on photographs shared online.

The couple also have an infant daughter born in December, leaving behind a young family following the fatal incident.

Hanrahan’s relatives, originally from Braintree in Essex, have continued to publicly mourn his death while demanding justice through the courts.

Friends and Former Colleagues Rally Behind Barr

While Hanrahan’s family has strongly criticized Barr, many people who knew the retired firefighter have offered a sharply different perspective.

Friends described Barr as a respected veteran and longtime public servant whose alleged actions were completely inconsistent with his character.

Several community members expressed disbelief that he would intentionally kill someone, pointing to decades of service with the Philadelphia Fire Department.

Supporters have urged the public to avoid reaching conclusions before all evidence is presented in court.

Firefighters’ Union Describes Incident as Completely Out of Character

Tommy McKiernan, vice president of Philadelphia firefighters’ union Local 22, said Barr served with distinction after joining the department in 1989 and retiring in 2015.

McKiernan described Barr as an exceptional firefighter who had received multiple commendations for rescuing people during emergencies, including flood rescues during Hurricane Floyd and additional lifesaving operations in apartment buildings.

He also noted that Barr’s wife died last year and suggested that years of military service in Vietnam combined with decades responding to traumatic emergency incidents may have affected him.

McKiernan stressed, however, that he was not present during the confrontation and said he hopes investigators determine exactly what occurred, including whether Barr believed he was acting in self-defense.

Criminal Proceedings Continue as Investigation Remains Active

Barr has not yet entered a plea and remains in custody while awaiting the appointment of a public defender.

Philadelphia police confirmed officers recovered a firearm at the scene and said detectives with the Homicide Unit continue to investigate the shooting.

Authorities have not released additional details regarding what occurred immediately before the gunfire or whether any further charges could be filed as the investigation progresses.

What Happens Next?

The criminal case against George Barr will now move through the Pennsylvania court system, where prosecutors are expected to present evidence surrounding the fatal shooting and the alleged payment dispute.

At the same time, investigators continue examining the events leading up to the confrontation, while federal authorities’ claims regarding Hanrahan’s immigration status and alleged ties to a suspected construction fraud network remain separate from the homicide prosecution.

The outcome of both investigations could play a significant role in shaping the legal proceedings ahead.
