The Charity Commission has strengthened its intervention at CG Community Council by appointing Interim Managers to oversee the charity’s operations, governance, and financial affairs.
The move comes as the regulator continues a statutory inquiry into the organisation, which has been under investigation since April 2025 over concerns relating to governance and financial management.
The appointment marks a significant escalation in the Commission’s oversight of the registered charity as it seeks to safeguard its assets and ensure it is managed in the interests of its beneficiaries.
Interim Managers Granted Full Operational Authority
Charles Turner and Emma Mifsud of Opus Business Advisory Group LLP have been appointed as Interim Managers and will assume responsibility for the charity’s administration, replacing the authority of the existing trustee.
Their mandate includes taking charge of the charity’s day-to-day management, ensuring that rental income owed to the organisation is properly collected and deposited, and overseeing key administrative functions while the inquiry continues.
Property Sales and Financial Assessment Included in Mandate
Beyond managing routine operations, the Interim Managers have also been authorised to dispose of the charity’s properties where they believe doing so is in the best interests of both the organisation and its beneficiaries.
They have additionally been tasked with conducting an assessment of the charity’s financial viability, helping determine its long-term sustainability and informing any further regulatory decisions.
Appointment Made Under Charities Act Powers
The Charity Commission confirmed that the Interim Managers were appointed in July 2026 using its statutory powers under Section 76(3)(g) of the Charities Act 2011.
The order removes the charity’s trustee from decision-making responsibilities while the Interim Managers carry out their duties.
The Commission stressed that its statutory inquiry into CG Community Council remains active and that the investigation has not yet reached a conclusion.

As the independent regulator for charities in England and Wales, the Charity Commission said its role is to ensure charities operate lawfully, remain accountable, and maintain public confidence.
Through regulatory action where necessary, the Commission aims to protect charitable assets while supporting organisations in delivering public benefit and strengthening trust across the sector.
