Ukrainian President Volodymyr Zelenskyy has announced what he described as a landmark agreement with U.S. President Donald Trump to secure licenses for the production of Patriot air defense systems.

In a statement shared on social media, Zelenskyy said the political agreement followed lengthy negotiations and that technical teams from both sides are now working on implementing the arrangement.

Kyiv Calls Agreement a Historic Step

Zelenskyy characterized the deal as a significant milestone for Ukraine’s defense sector, saying it represents the culmination of long-standing efforts to expand the country’s air defense capabilities.

He said the agreement would allow work to begin on licensing arrangements related to Patriot systems, although additional details about the scope, timeline, and production plans were not disclosed.

According to the Ukrainian president, officials from both countries are now focused on putting the agreement into effect.

Ukraine Seeks Broader Air Defense Network

Beyond the Patriot system, Zelenskyy emphasized the need to strengthen Ukraine’s and Europe‘s layered air defense architecture through a range of missile defense platforms.

He called for accelerated progress on additional systems, including SAMP/T, IRIS-T, and NASAMS, while also highlighting Ukraine’s domestically developed FREYJA project as an important component of future defense capabilities.

Zelenskyy argued that diversifying defensive systems would make it more difficult for adversaries to weaken European security.

Europe Urged to Strengthen Collective Security

The Ukrainian leader said Europe has the potential to build sufficient defenses against ballistic missile threats if governments continue investing in advanced air defense technologies.

He expressed confidence that a stronger European defense network would not only improve regional security but also enable European nations to play a larger role in supporting global stability.

Focus Remains on Long-Term Defense Cooperation

Zelenskyy’s announcement underscores Ukraine’s continued efforts to deepen defense cooperation with its international partners while expanding domestic production capacity.

The proposed Patriot licensing agreement, together with ongoing development of other air defense systems, forms part of Kyiv’s broader strategy to reinforce its military capabilities and enhance Europe’s collective defense against future threats.
