South Carolina Begins the Process of Filling the Vacancy

State law provides a clear path for replacing Graham’s Senate seat.

Republican Governor Henry McMaster is authorized to appoint an interim senator immediately.

That temporary appointment will remain in place until South Carolina Republicans hold a special primary to select their nominee for the November 3 general election.

Interestingly, the candidate chosen by Republican voters does not have to be the same individual selected by McMaster as the temporary replacement.

Graham built a reputation as one of Washington’s strongest advocates for robust American military engagement overseas.

Throughout his Senate career, he was an outspoken supporter of Israel, a vocal defender of Ukraine and one of Iran’s fiercest critics.

The senator had only recently returned from a visit to Ukraine and was expected to appear on NBC’s Meet the Press on Sunday before news of his death emerged.

From Trump Critic to One of His Closest Allies

One of the most remarkable chapters of Graham’s political career was his changing relationship with Donald Trump.

During the 2016 Republican presidential primary, Graham strongly opposed Trump’s candidacy, warning publicly that nominating him would damage the Republican Party.

Their discussions centered on strengthening Ukraine’s air defense capabilities and advancing legislation aimed at increasing pressure on Russia through additional sanctions.

Speaking during the visit, Graham argued that China held unique leverage over Moscow and suggested Beijing could play a decisive role in encouraging peace negotiations.

He maintained that while Russian President Vladimir Putin was not yet prepared for meaningful talks, greater international pressure could change that calculation.

Zelensky later revealed that Graham had visited Ukraine ten times since Russia launched its full-scale invasion in 2022, thanking him for his consistent support and admiration for the resilience of the Ukrainian people.

A Long Career in Public Service

Graham spent more than two decades representing South Carolina in the US Senate after first winning election in 2002.

During his tenure, he chaired the Senate Budget Committee and also served on several influential panels, including the Appropriations Committee, Judiciary Committee and the Committee on Environment and Public Works.

Before joining the Senate, Graham represented South Carolina in the House of Representatives after being elected in 1994.
