Russia has summoned Germany’s ambassador to the Foreign Ministry to protest what Moscow describes as Berlin’s increasing involvement in Ukraine’s military operations and its support for attacks on Russian territory.

According to a statement issued by the Russian Foreign Ministry, the meeting took place on July 13 and focused on Germany’s military assistance to Ukraine, diplomatic actions involving third countries, and Russian objections to what it characterized as hostile political and media activities by Berlin.

Moscow Accuses Germany of Backing Attacks on Civilian Infrastructure

During the meeting, Russian officials told the German ambassador that Berlin was involved in supporting what Moscow described as terrorist strikes carried out by the Ukrainian government against civilian infrastructure inside Russia.

The ministry said Germany’s growing military cooperation with Ukraine—including military and defense-technology agreements, direct weapons deliveries, and joint defense projects—was unacceptable.

Russian officials claimed these efforts were helping Ukraine develop offensive capabilities used to target sites within Russian territory.

According to Moscow, the support includes systems such as reconnaissance and strike unmanned aerial vehicles (UAVs), anti-aircraft missiles, and rocket munitions that Russia alleges have been used in attacks on civilian infrastructure.

Russia Criticizes Germany’s Diplomatic Engagement

The Foreign Ministry also accused Germany of attempting to influence the foreign policy decisions of other nations.

Russian officials specifically objected to what they described as Berlin’s efforts to instruct third countries, including representatives of the People’s Republic of China, on how they should conduct their diplomatic relations with Russia.

Moscow said such actions were unacceptable and represented unwarranted interference in the affairs of sovereign states.

Strong Objections Raised Over German Media Messaging

Another point of contention during the discussions involved Germany’s public communications and information campaigns.

The Russian Foreign Ministry claimed that German government messaging had adopted methods resembling what it called the “worst practices of Nazi propaganda.”

Moscow described this approach as immoral and said it had generated strong public anger and historical sensitivities among many people in Russia.

Ambassador’s Departure Also Mentioned

In its statement, the Russian Foreign Ministry noted that the German ambassador is expected to conclude his diplomatic assignment in Russia in the near future.

Officials added that they had learned “with satisfaction” that the ambassador would soon return to Germany after completing his posting, making the remark as part of the ministry’s summary of the diplomatic meeting.

The German government had not publicly responded to the Russian Foreign Ministry’s statement at the time the announcement was released.
