UK Drops Major LGBT+ Rights Bombshell as Lord Collins Takes Global Mission Against Discrimination

The United Kingdom has appointed Lord Collins of Highbury as its new Special Envoy for LGBT+ Rights, tasking him with leading international efforts to combat discrimination, violence and persecution targeting LGBT+ communities across the world.

The appointment reinforces Britain’s broader commitment to promoting equality and protecting the rights of sexual minorities at a time when many countries are witnessing increasing restrictions on LGBT+ freedoms and growing hostility toward advocacy groups.

Focus on International Partnerships

In his new role, Lord Collins will work closely with governments, lawmakers, civil society organisations, businesses and international institutions to strengthen cooperation on human rights issues.

His responsibilities will include supporting the UK’s diplomatic and development initiatives aimed at reducing violence against LGBT+ people, encouraging legal reforms where necessary, and backing locally driven efforts that promote equality and inclusion.

The position will report directly to the Foreign, Commonwealth & Development Office (FCDO) Minister responsible for Multilateral Affairs and Human Rights.

Rising Global Challenges Prompt New Appointment

The UK government said the decision comes amid mounting concerns over worsening conditions for LGBT+ communities in several parts of the world.

According to officials, many activists and human rights defenders are operating under increasing pressure as governments introduce stricter discriminatory laws, limit freedom of expression and intensify persecution based on sexual orientation or gender identity.

The new envoy is expected to play a key role in strengthening Britain’s response to these growing international challenges.

Government Reaffirms Support for Equality

FCDO Minister for Multilateral and Human Rights, Chris Elmore, described the appointment as an important step in reinforcing the UK’s international human rights agenda.

He said everyone deserves to live safely regardless of their identity or whom they love, adding that Lord Collins’ appointment will enhance collaboration with international partners to address violence, discrimination and persecution while supporting practical improvements for LGBT+ communities worldwide.

Lord Collins Outlines His Priorities

Reacting to his appointment, Lord Collins said he was honoured to take on the responsibility and pledged to advocate for those facing discrimination because of their identity.

He stressed that no individual should experience violence, criminalisation or exclusion for who they are or whom they love.

The new envoy said he looks forward to working with governments, parliamentarians, businesses, civil society groups and local communities to protect human rights, assist vulnerable populations and help create safer and more inclusive societies around the world.

Experienced Human Rights Advocate Takes on New Role

Lord Collins brings extensive experience in public service and equality advocacy to the position.

He currently serves as Deputy Leader of the House of Lords and Government Spokesperson for Equalities.

He also previously held office as Parliamentary Under Secretary of State at the Foreign, Commonwealth & Development Office, where he was involved in international policy and human rights matters.

Despite taking on the envoy position, he will continue performing his existing parliamentary responsibilities.

Appointment Builds on Wider Government Strategy

The new role forms part of the UK’s broader programme to advance equality and protect LGBT+ individuals both domestically and internationally.

Among the government’s ongoing initiatives are plans for a draft Conversion Practices Bill aimed at preventing abusive conversion practices, alongside preparations to host the European IDAHOT+ Forum in London in 2027.

The international gathering will bring together governments, policymakers, advocacy organisations and civil society representatives from across Europe to discuss strategies for advancing LGBT+ rights.

Continued International Investment

The appointment also follows the UK’s announcement in May 2026 of a £21 million funding commitment over three years to support global LGBT+ rights initiatives.

The investment is intended to assist legal reform efforts, strengthen freedom of expression and provide support to locally led organisations working to combat violence, discrimination and persecution.

Lord Collins succeeds Lord Herbert of South Downs, who served as the UK’s first Special Envoy for LGBT+ Rights from May 2021 until January 2025, continuing Britain’s diplomatic efforts to promote equality and fundamental human rights across the globe.
