The United Kingdom has reaffirmed its support for the Organization for Security and Co-operation in Europe (OSCE) Mission to Serbia, praising its continued efforts to strengthen democratic institutions, uphold the rule of law, protect media freedom, advance security sector reforms and promote the rights of minority communities.
Speaking during the OSCE Permanent Council session in July 2026, UK Ambassador Holland thanked the Head of the OSCE Mission to Serbia, Ambassador Peško, for presenting a detailed assessment of the Mission’s activities and the challenges facing the country.
The UK described the Mission as an important contributor to regional security and democratic development.
Concerns Grow Over Political Polarisation
Despite recognizing the Mission’s achievements, the UK warned that Serbia continues to face an increasingly difficult political environment marked by deepening divisions and prolonged public protests.
The British delegation expressed concern that rising political tensions could threaten democratic values, stressing the importance of protecting the rights to peaceful assembly and freedom of expression.
It also emphasized the need to safeguard the independence of democratic institutions, particularly the judiciary, during periods of political uncertainty.
Media Freedom Under Increased Pressure
A significant portion of the UK’s statement focused on the deteriorating state of media freedom in Serbia.
Officials highlighted the reported increase in attacks against journalists, describing independent media as a cornerstone of democratic accountability.
The UK praised the OSCE Mission for maintaining the Permanent Working Group on the Safety of Journalists and supporting initiatives designed to improve protection for media professionals.
At the same time, it encouraged Serbian authorities to strengthen institutional responses to attacks against journalists and ensure greater accountability for such incidents.
Independent Media Regulator Seen as Essential
The British delegation also welcomed progress toward restoring the Council of the Regulatory Authority for Electronic Media, describing the development as an important step for strengthening public confidence in Serbia’s media landscape.
According to the UK, an independent and effective media regulator is essential for ensuring media pluralism, supporting electoral reforms and maintaining public trust.
The statement further stressed that the Council should be allowed to carry out its responsibilities without political interference while resolving outstanding institutional issues.
Electoral Reforms Require Further Progress
On electoral governance, the UK acknowledged the OSCE Mission’s support for reforms to Serbia’s electoral legislation and improvements to the Unified Voters’ Register.
However, British officials noted that several recommendations from the Office for Democratic Institutions and Human Rights (ODIHR) remain unimplemented.
The UK argued that broader electoral reforms should be completed well before future elections and developed through meaningful consultation with opposition parties and civil society organizations to strengthen confidence in the democratic process.
Recognition for Minority Rights and Security Initiatives
The UK also highlighted the Mission’s work in improving the rights and representation of minority communities within public institutions.
British representatives said these programmes contribute to stronger trust between communities and help reinforce Serbia’s long-term stability.
Additional praise was given to initiatives promoting community policing, youth participation and greater involvement of women in security institutions.
Renewed Appeal for Serbia-Kosovo Dialogue
Turning to regional issues, the UK repeated its call for Serbia and Kosovo to continue engaging constructively in the European Union-facilitated dialogue and to honour commitments already agreed by both sides.
The statement also urged political leaders and public officials to avoid provocative or revisionist rhetoric that could inflame tensions and weaken reconciliation efforts.
Britain further reiterated its demand for full accountability regarding the 2023 Banjska attack.
UK Reaffirms Support for OSCE Mission
Concluding its remarks, the United Kingdom thanked Ambassador Peško and the entire OSCE Mission team for their professionalism and dedication.
The UK said the Mission continues to play a vital role in supporting democratic governance, strengthening security and promoting long-term stability across Serbia and the wider region, reaffirming Britain’s commitment to backing its work amid ongoing political and institutional challenges.
