Matthew White serves as the Chief Executive Officer of Dubai’s Virtual Assets Regulatory Authority (VARA), the first government body in the world established solely to regulate the virtual assets industry.
His leadership has positioned Dubai as one of the leading jurisdictions developing specialized oversight for cryptocurrencies, blockchain businesses, and other digital asset activities.
More Than Two Decades of Technology and Cybersecurity Expertise
Before assuming the top role at VARA, White built an extensive career spanning over 20 years in technology, cybersecurity, and digital risk management.
Throughout his professional journey, he worked closely with organizations navigating complex digital threats and evolving technology landscapes, developing expertise that would later prove valuable in regulating emerging financial technologies.
Building a Strong Reputation at PwC
A significant chapter of White’s career was spent at PwC, where he advised financial institutions on cybersecurity and operational resilience for more than a decade.
During his tenure, he led the firm’s cybersecurity practice, transforming it into a team of more than 150 specialists.
Under his leadership, the practice expanded its capabilities to help banks and financial organizations strengthen their defenses against increasingly sophisticated cyber risks.
Helping Create VARA from the Ground Up
White was instrumental in the creation of the Virtual Assets Regulatory Authority itself.
As one of its founding architects, he helped establish the regulator based on the belief that digital assets require an entirely different supervisory framework than conventional financial services.
Rather than adapting existing regulatory models, VARA was designed specifically to address the unique characteristics and risks associated with virtual assets.
A Different Vision for Financial Supervision
The regulatory philosophy White helped shape recognizes that cryptocurrencies, tokenized assets, and blockchain-based financial services operate differently from traditional banking and securities markets.
This approach has driven VARA to develop tailored oversight mechanisms intended to balance innovation with investor protection and market integrity.
Academic Background Supporting Global Leadership
White’s professional experience is complemented by a strong academic foundation.
He is a graduate of the University of Bath and has also studied at the Saïd Business School at the University of Oxford.
His education, combined with decades of industry experience, has contributed to his role as one of the prominent figures guiding the evolution of digital asset regulation on the global stage.
