The examination applies to various categories of newly appointed officials, including Administrative Officers, Foreign Affairs Officers, Executive Officers, Police Officers, Para Military, and other Professionals.
Failure to pass the examination after three consecutive attempts will result in resignation or withdrawal from the Service, in accordance with Public Service Rules.

Dr. Marcus Ogunbiyi, the Permanent Secretary of the Management Career Service in the Office of the Head of Service of the Federation, issued a circular on Thursday to communicate this decision.
The circular outlines the purpose and importance of the examination, emphasizing its significance for the career progression of all staff in the Public Service.
Examination Details and Schedule
The circular further provides specific details regarding the conduct and management of the 2023 Compulsory Confirmation/Promotion Examination.
The Career Management Office of the Office of the Head of the Civil Service of the Federation will oversee the examination, which is scheduled to take place nationwide from Tuesday, September 19 to Friday, September 22, 2023.
Consequences of Failure and Compliance Enforcement
The circular highlights the consequences of failing the examination, stating that officers who do not pass after three consecutive attempts must resign or withdraw from the Service.
It emphasizes the responsibility of Permanent Secretaries and Heads of Extra-Ministerial Offices to ensure strict compliance and enforcement of these rules.
Eligible Categories and Registration Process
The circular specifies the categories of officers eligible to sit for the examinations.
This includes various professionals appointed directly or promoted within the Federal Public Service, unconfirmed professionals, and executive officers.
The registration for the examination will be conducted online via the COMPRO Portal on the official website of the Office of the Head of the Civil Service of the Federation.
Additionally, the examination itself will be conducted through a Computer Based Test (CBT) format.
Document Endorsement and Requirements
To participate in the examination, candidates must have their printed slips generated from the portal countersigned by their respective Heads of Department.
Unendorsed slips will not be accepted during the accreditation process at the Examination Centre.
Furthermore, candidates are required to upload the letter of their first appointment to support their application while completing the online form.
