South Africa has reiterated its commitment to strengthening cooperation across Africa after the conclusion of the 69th Ordinary Session of the Economic Community of West African States (ECOWAS) Authority of Heads of State and Government.
In a statement released on Thursday, the Department of International Relations and Cooperation (DIRCO) described ECOWAS as a cornerstone of regional integration and said Pretoria remains dedicated to working closely with the West African bloc on issues affecting the continent, particularly migration and regional peace.
Government Rejects Xenophobia and All Forms of Discrimination
DIRCO used the opportunity to reinforce South Africa’s position against discrimination, stressing that xenophobia, racism, homophobia and all forms of intolerance have no place in the country.
According to the department, protecting the dignity and rights of everyone living within South Africa’s borders is both a constitutional duty and an ethical responsibility.
It added that authorities remain committed to ensuring equal treatment under the law regardless of nationality or background.
Authorities Vow Accountability for Criminal Conduct
The department emphasised that while South Africa values openness and inclusivity, unlawful behaviour will continue to be addressed through the country’s justice system.
DIRCO stated that anyone responsible for violence or other criminal acts will face the full force of the law, underscoring the government’s commitment to maintaining public order while respecting constitutional principles.
Migration Challenges Extend Beyond Bilateral Relations
Although South Africa continues to engage with countries such as Ghana and Nigeria on matters of shared interest, DIRCO pointed out that the country’s most significant migration patterns originate within the Southern African Development Community (SADC).
The department said this reality highlights the need for regional cooperation that reflects actual migration trends while maintaining constructive relationships with partners across the continent.
Lamola Calls for AU to Prioritise Migration
International Relations and Cooperation Minister Ronald Lamola urged African leaders to elevate migration as a permanent agenda item at the highest decision-making level of the African Union.
He argued that meaningful progress requires addressing the underlying drivers of irregular migration, including weak governance, limited economic opportunities and democratic challenges.
According to Lamola, placing greater emphasis on these issues at African Union Heads of State meetings would encourage coordinated solutions aimed at reducing forced migration.
The minister said the long-term objective should be to create conditions where Africans migrate out of choice rather than necessity.
South Africa Dismisses ICC Petition
DIRCO also addressed a petition lodged with the International Criminal Court (ICC) by two Ghanaian citizens, dismissing it as lacking legal merit.
The department argued that the submission does not satisfy the jurisdictional and statutory requirements needed for the ICC to initiate proceedings.
It expressed confidence in South Africa’s own legal institutions, citing the principle of complementarity, which gives national courts primary responsibility for prosecuting crimes where they are capable of doing so.
Hate Crimes Law Highlighted as Key Safeguard
To reinforce its position, DIRCO pointed to the Prevention and Combating of Hate Crimes and Hate Speech Act as evidence of South Africa’s commitment to protecting human rights.
The legislation criminalises hate crimes and hate speech while providing legal mechanisms to prosecute offenders.
The department said the law reflects both South Africa’s constitutional values and its obligations under international human rights frameworks, demonstrating the country’s determination to combat discrimination through established legal processes.
