The Government Economic Service (GES) has named Alison Kilburn as its new Joint Head, placing her alongside Professor Brian Bell in leading one of the UK government’s key professional communities for economists.
The appointment marks a significant step for Kilburn, who brings decades of experience across multiple government departments and a long track record in economic analysis, policy development, and strategic leadership.
Three Decades of Experience Across Whitehall
Kilburn arrives in the role with more than 30 years of service in government.
Throughout her career, she has held a range of senior positions focused on analysis and policymaking, helping shape government decisions across several major departments.
She currently serves as Director of Analysis and Chief Economist at the Department for Science, Innovation and Technology, where she plays a central role in providing economic insight on emerging technologies and innovation policy.
Her previous positions include Director of Analysis at the Department for Digital, Culture, Media and Sport and Interim Director of Analysis at the Department for Business, Energy and Industrial Strategy.
Earlier in her career, she also led the Government Economic Service and Social Research Team at HM Treasury.
Vision for a More Dynamic Economic Profession
Speaking after the announcement, Kilburn expressed enthusiasm about taking on the new leadership responsibility.
She said she hopes to help build a Government Economic Service that is outward-facing, intellectually ambitious, and confident in the advice it provides to ministers and policymakers.
She also highlighted her excitement about supporting the profession’s future development and helping economists across government seize new opportunities.
Focus on High-Quality Advice and Innovation
Kilburn’s appointment comes at a time when government departments are increasingly navigating complex economic challenges, technological change, and the growing influence of artificial intelligence on public policy.
Her current work in science, technology, and innovation is expected to bring valuable expertise to the leadership team as the profession continues to adapt to new policy demands.
Brian Bell Welcomes New Joint Leader
Professor Brian Bell welcomed Kilburn’s appointment, praising both her extensive government experience and her enthusiasm for the economics profession.
He noted that her background as a career civil servant, combined with her involvement in cutting-edge policy areas such as artificial intelligence, would strengthen the Government Economic Service and enhance its ability to provide impactful advice across government.
Bell added that he looks forward to working closely with Kilburn to support the continued growth of the profession and ensure economists remain at the heart of evidence-based policymaking.
Looking Ahead for the Government Economic Service
With Kilburn now joining the leadership team, the Government Economic Service is preparing for its next phase of development.
Her appointment brings together decades of public-sector experience and a strong focus on innovation, positioning the profession to respond to the evolving economic and technological issues facing government in the years ahead.
