As tensions between the United States and Iran continue to escalate, former Iran nuclear deal negotiator Robert Malley has argued that the latest confrontation was not unexpected.
According to Malley, the current crisis stems from unresolved disagreements that were built into previous diplomatic agreements, making a breakdown almost inevitable.
Speaking about the deteriorating situation, he suggested that warning signs had existed from the outset, but policymakers failed to address the underlying issues before they erupted into open confrontation.
Dispute Over Hormuz at the Centre of the Fallout
Malley identified one section of the agreement concerning the administration of the Strait of Hormuz as the key source of disagreement.
He explained that Tehran interpreted the language as recognition of its authority over the strategic waterway, while Washington believed the same provision guaranteed the uninterrupted movement of international trade.
According to Malley, the wording left significant room for conflicting interpretations, creating a fragile foundation that was destined to come under pressure once either side attempted to enforce its own understanding.
Ambiguous Language Left the Deal Vulnerable
Reflecting on the agreement, Malley argued that many of its provisions lacked sufficient clarity.
He suggested the document contained numerous passages that could be interpreted in multiple ways, making future disputes almost unavoidable.
In his view, the absence of precise language allowed both governments to claim they were acting within the terms of the agreement while simultaneously accusing the other of violating it.
That ambiguity, he said, ultimately undermined confidence between the two sides.
Civilian Infrastructure Seen as a Strategic Pressure Point
Malley also discussed Iran’s reported strategy of targeting civilian infrastructure in Gulf nations rather than attempting direct attacks on the United States.
He argued that such actions are intended to impose economic costs on Washington’s regional allies and disrupt global markets, sending a message that military action against Iran carries consequences extending far beyond the battlefield.
According to his assessment, this approach is designed to increase international pressure on the United States by affecting energy supplies and commercial activity throughout the region.
Criticism of Trump’s Approach to the Crisis
The former negotiator questioned former President Donald Trump’s handling of Iran, suggesting the strategy relied too heavily on escalating military pressure.
Malley argued that the expectation Iran would quickly back down after strikes had proven unrealistic.
Instead, he warned that continued escalation risks provoking stronger retaliation rather than encouraging negotiations.
At the same time, he suggested Trump’s decision-making has often been unpredictable, leaving open the possibility of a sudden shift in policy despite previous military actions.
Saudi Nuclear Policy Raises Fresh Questions
During the discussion, Malley also addressed reports that the United States could permit Saudi Arabia to pursue uranium enrichment without some of the international safeguards traditionally aimed at preventing nuclear weapons development.
While he did not speculate on the outcome, he suggested such a move would represent another significant shift in regional security policy and could influence how Middle Eastern powers respond to the evolving conflict.
Growing Uncertainty Across the Region
Malley’s comments come as concerns continue to mount over the direction of the US-Iran confrontation and its wider impact on the Middle East.
With competing interpretations of past agreements, continued military exchanges and questions surrounding future nuclear policy, analysts remain divided over whether diplomacy can regain momentum or whether the region is entering another prolonged period of instability.
As both sides continue to pursue sharply different objectives, the prospect of further escalation remains a major concern for regional allies and the global economy.
