Authorities in California are searching for a Grover Beach man accused of secretly filming dozens of women while they were undressed inside tanning booths at a Planet Fitness gym.
Prosecutors say 40-year-old Kyle Combs is the subject of an active arrest warrant after being charged with multiple counts related to alleged invasions of privacy. As of the latest update, officials say he has not been taken into custody.
Dozens of Women Allegedly Targeted
According to the San Luis Obispo County District Attorney’s Office, investigators believe Combs secretly recorded at least 47 women between July and December 2025 at a Planet Fitness location in Arroyo Grande.
Authorities allege the victims were partially or completely nude while using private tanning booths, making the alleged recordings a serious breach of personal privacy.
District Attorney Dan Dow described the accusations as deeply troubling, saying individuals should be able to use gym facilities without fearing they are being secretly watched or recorded.
Prosecutors File Twelve Criminal Charges
Despite the large number of alleged victims, prosecutors filed 12 misdemeanor counts of invasion of privacy against Combs.
A judge has approved an arrest warrant and set bail at $50,000.
The district attorney explained that California’s current statutes limit how such allegations can be charged in many cases, meaning prosecutors were unable to pursue felony charges based solely on the reported conduct unless other qualifying circumstances existed.
Legal Questions Spark Calls for Reform
Dow acknowledged that many members of the public may find the misdemeanor charges surprising given the nature of the allegations.
He said any effort to increase penalties for similar offenses would require action from the California Legislature and encouraged residents who believe the law should be strengthened to contact their elected representatives.
The comments have renewed discussion about whether existing privacy laws adequately address modern forms of hidden-camera crimes.
Civil Lawsuits Filed Against Suspect and Gym
Separate from the criminal case, eight women have reportedly filed civil lawsuits against both Combs and Planet Fitness.
One lawsuit alleges that Combs gained access to locked tanning booths by manipulating the locks before inserting a mobile phone into the booths to secretly capture video footage of women inside.
Those civil claims remain separate from the criminal proceedings.
Authorities Believe Additional Victims May Exist
Investigators also believe there may be more individuals affected than those included in the current criminal case.
However, prosecutors said some alleged incidents cannot be pursued because they fall outside California’s statute of limitations.
Law enforcement continues to seek Combs as the investigation remains active. Officials have not announced when he may be taken into custody, while requests for comment from both Combs and Planet Fitness have not received public responses.
