Prince Harry and Meghan Markle have expressed surprise after Buckingham Palace issued a letter reaffirming that the couple remain private citizens and are not working members of the Royal Family.
The statement from their spokesman adopted a notably firm tone, suggesting the Sussexes had not been informed beforehand that the letter would be made public.
Palace sources, however, disputed that account, saying the couple’s team had received the letter shortly before its publication, although Harry and Meghan were not consulted about its contents.
Palace Draws a Clear Line
The letter, issued on King Charles III’s instructions by Lord Benyon, the Lord Chamberlain and head of the Royal Household, was sent to more than 100 senior stakeholders after Buckingham Palace received requests for clarification about the Sussexes’ position.
It stated that there had been “no change” to Harry and Meghan’s existing status.
Their His and Her Royal Highness styles remain in abeyance and are not used.
The document also made clear that their charitable activities are conducted privately and that their position is effectively that of private citizens with commercial and charitable interests.
Sussexes Raise Concerns About Timing
The timing of the announcement is likely to attract particular attention because it came as Harry continues efforts to secure enhanced police protection for himself and his family while they are living in Britain.
The Duke has been seeking 24-hour armed security for his family, arguing that their circumstances require greater protection during their return to the UK.
The Royal and VIP Executive Committee, known as Ravec, is responsible for decisions concerning security arrangements for members of the Royal Family and other protected individuals.
The committee is reportedly expected to consider the Sussexes’ situation.
The palace has stressed that security decisions are not made by the King personally and remain a matter for the relevant authorities.
Palace Rejects Link to Security Meeting
Despite the timing, palace sources have rejected any suggestion that the letter was issued to influence the security discussions.
According to the sources, the announcement was unrelated to Ravec and was instead intended to answer questions from officials about how Harry and Meghan should be treated while resident in Britain.
The letter was described as a matter of transparency, with the Sussexes’ team being given sight of it before it was released.
Harry Makes First Public Appearance
The palace clarification emerged as Harry made his first public appearance since returning to Britain.
The Duke was photographed at Tower Bridge Studios in London, where he was seen smiling and signing a mural on a celebrity wall.
He reportedly appeared relaxed during the visit and is believed to be working on a project whose details have not yet been disclosed.
One person who encountered him described Harry as “very, very pleasant” and said he appeared pleased to take part in the activity.
Although the appearance was not a formal royal engagement, its timing underscored the distinction Buckingham Palace is now seeking to make between Harry’s public activities and official royal duties.
Speculation Over a New Role Rejected
The King’s letter comes after reports and briefings from people close to the Sussexes suggested that their return to Britain could involve a renewed programme of public appearances.
Some supporters of the couple had reportedly described the arrangement as a version of the “half-in, half-out” model that Harry had once sought — allowing him to retain commercial independence while maintaining a limited connection to royal duties.
That approach was rejected during the Sandringham discussions in January 2020, when Queen Elizabeth II and senior members of the Royal Family considered the Sussexes’ future after they announced their intention to step back as senior working royals.
The subsequent agreement resulted in Harry and Meghan withdrawing from official royal duties and establishing their lives primarily outside Britain.
King Reasserts the Existing Arrangement
Charles’s intervention appears designed to remove any ambiguity surrounding the couple’s current position.
The letter specifically states that Harry and Meghan’s appearances should not be regarded as royal engagements and that public funds should not be used to support them in that capacity.
Former Queen Elizabeth press secretary Ailsa Anderson-Cole described the intervention as “decisive and unequivocal”, arguing that the King had taken control of the narrative without issuing a standalone public statement.
She said the approach was particularly effective because the clarification was presented as a response to questions from officials rather than as a direct confrontation with the Sussexes.
Officials Sought Guidance After Their Return
The need for the clarification appears to have been prompted by uncertainty among officials following the couple’s unexpected decision to establish themselves in Britain again.
Buckingham Palace was reportedly contacted by officials seeking guidance on operational matters involving the Sussex family.
Among those who received the letter were the 98 Lord Lieutenants, who serve as the monarch’s representatives across the UK’s counties.
Palace sources maintained that the document did not introduce a new policy, but simply restated the existing position and remained consistent with the agreement reached at Sandringham.
Harry and Meghan’s Return to Britain
The Sussexes’ return marks a significant change from Harry’s previous position on living in Britain.
Since stepping down from royal duties in 2020 and subsequently losing a High Court challenge over his security arrangements, Harry has repeatedly raised concerns about the safety of bringing his family to the country.
Just last year, he said he could not foresee a point at which he would feel comfortable doing so.
That position changed this year.
In July, Meghan and their children, Prince Archie and Princess Lilibet, travelled to Britain for a short visit and met King Charles at Highgrove, marking their first meeting in several years.
Sussex Family Settles in the Cotswolds
Soon afterwards, sources close to Harry revealed that the family had decided to return to Britain on a more permanent basis.
The King was reportedly informed only days before the move became public, with Harry, Meghan and their children arriving roughly two weeks later.
The family is understood to have settled in the Cotswolds, where Archie and Lilibet have reportedly begun attending a private school.
Their return has inevitably revived questions about how closely the Sussexes might interact with the Royal Family.
Charles’s latest intervention, however, makes clear that whatever their future activities may be, Buckingham Palace does not regard them as working royals.
Meghan Shares New Image
Amid the renewed attention, Meghan also appeared to acknowledge her return to Britain indirectly through her As Ever social media account.
A photograph showed the Duchess outdoors in the sunshine while interacting with a dog.
It is understood to be the first image of Meghan shared publicly since the family returned to the UK.
The low-key post contrasted with the intense focus surrounding Harry’s first public appearance and the palace’s decision to formally clarify the couple’s status.
