Ground Water Remediation Assessment and Design – 3 Sites

This Request for Qualifications (RFQ) is for Ground Water Remediation Assessment and Design Services. Seattle City Light (City Light) requests qualifications from firms qualified to provide scientific, technical, and engineering services to characterize, assess and develop strategies to address ground water contamination, including development of technical alternatives for remediation, at three sites in the Seattle area. Project objectives are discussed in the Scope of Work. The scope of this RFQ addresses three sites located in Seattle. The background and environmental condition of each site is described in the RFQ

This contract will be for a multi-year project anticipated to begin in 2022 and continue through 2024. The Scope of Work includes several tasks that are to be determined; the maximum contract value, inclusive of all the TBD work, is estimated at approximately $700,000.

The objective of this RFQ is to provide sufficient information for consultants to submit their qualifications for providing the requested services. Consulting firms must be bona-fide providers of the services being requested and have the capacity to perform the scope of work to expected industry standards. Through this solicitation City Light expects to select a consultant that:

1) Provides a highly qualified and experienced team with demonstrable skills and availability for timely execution of work tasks described in the RFQ.

2) Has demonstrated proficiency and experience in each primary task of the Scope of Work including conditions assessment, remediation assessment, remedial design, and project management.

3) Is available to perform work at sites described in the RFQ.

4) Provides strategic approaches and support to City Light to meet project objectives and comply with applicable regulations

5) Produces concise, accurate, high-quality, and defensible deliverables

6) Satisfies deliverable and schedule requirements required by City Light.

7) Prioritizes and adheres to health and safety and HAZWOPER protocols to protect employees and subcontractors.

Seattle City Light is hosting a Pre-submittal Conference virtually via MS Teams on May 16, 2022 from 2:30 – 3:30 PM (PST). Details are provided in the RFQ. The City’s proposed schedule is outlined in the RFQ.

The contract awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFP. An Outreach Plan will be required for the top-rated consultant(s).”
