The Norwegian Football Federation (NFF) is preparing to escalate its concerns over FIFA’s handling of the Folarin Balogun disciplinary case by filing a formal complaint with the governing body’s ethics committee.
The move comes after widespread criticism of the decision to suspend the United States striker’s red-card ban following reported political intervention from US President Donald Trump.
If submitted, the complaint would make Norway the first national football association to officially challenge FIFA over the controversial World Cup decision.
Balogun Ban Reversed After High-Level Intervention
The controversy began after Balogun was shown a red card during the United States’ Round of 32 victory over Bosnia and Herzegovina.
The dismissal automatically ruled him out of the Americans’ Round of 16 encounter against Belgium, creating a major setback for Mauricio Pochettino’s side.
However, FIFA later suspended the ban, allowing Balogun to feature against Belgium.
Reports claimed the decision came after Trump personally contacted FIFA president Gianni Infantino, urging him to ensure the striker remained eligible for the knockout fixture.
Despite Balogun’s availability, the United States suffered a heavy 4-1 defeat to Belgium and exited the tournament.
Trump Continues to Defend His Involvement
Following the match, Trump repeatedly praised the decision to overturn the suspension, insisting the intervention had been justified.
Speaking ahead of the World Cup final, he claimed events had “worked out much better” and publicly applauded Infantino for making what he described as a “great decision.”
His comments intensified criticism from football officials and supporters who questioned whether political influence had compromised FIFA’s disciplinary independence.
Norwegian FA President Calls Decision Dangerous
NFF president Lise Klaveness has emerged as one of the strongest critics of FIFA’s handling of the incident.
Speaking in an interview with The Times, she argued that altering disciplinary outcomes under political pressure threatens the integrity of football.
Klaveness warned that making exceptions for influential political figures creates a dangerous precedent and weakens confidence in the sport’s governing structures.
She maintained that disciplinary rulings should follow established procedures rather than external influence, adding that any deviation risks encouraging further interference from governments and political leaders.
Concerns Over Transparency and Decision-Making
Klaveness also questioned how the suspension was approved, arguing that the process lacked openness and accountability.
She said it was clear the case had been affected by outside pressure and insisted FIFA should acknowledge mistakes rather than attempt to move past the controversy without explanation.
According to reports, the decision to suspend Balogun’s ban was made by FIFA disciplinary committee chairman Mohammad al-Kamali without consulting the committee’s other members, raising additional concerns about governance and internal procedures.
The Norwegian football chief described FIFA’s approach as disappointing, though not entirely unexpected, saying many within the football community—including players, coaches and supporters—believed the governing body had come dangerously close to compromising the sport’s integrity.
Infantino Rejects Claims of Political Influence
Gianni Infantino has defended FIFA’s handling of the matter, insisting that the disciplinary committee operates independently of the organisation’s leadership.
According to the FIFA president, the committee reaches decisions autonomously by applying the governing body’s disciplinary code and evaluating each case on its individual facts.
He stressed that preserving the committee’s independence is essential to maintaining football’s credibility.
Norway Weighs Next Step
Klaveness confirmed that the issue will now be discussed by the NFF board before any formal submission is made.
She described the episode as both serious and deeply concerning, arguing that it cannot simply be forgotten.
If the federation receives backing from its leadership, Norway will formally ask FIFA’s ethics committee to examine the circumstances surrounding Balogun’s suspended ban, potentially opening a new chapter in one of the World Cup’s most controversial off-field disputes.
