The recently appointed city manager of Sausalito, California, has been arrested after authorities accused her of unlawfully occupying a yacht that investigators say did not belong to her.
Elaine Forbes, 53, was taken into custody on Saturday morning on suspicion of felony burglary, less than three weeks after officially assuming leadership of the Bay Area city.
Law enforcement officials said the arrest followed a report of a burglary involving a vessel moored in Marin County.
Police Respond to Early Morning Call
According to the Marin County Sheriff’s Office, deputies were dispatched shortly before 7 a.m. after receiving a report of suspicious activity aboard a yacht.
When officers arrived, investigators said Forbes claimed the vessel was hers and instructed law enforcement to leave what she described as “her boat.” Authorities also said she remarked that she was having “a bad morning.”
Subsequent investigation determined that the yacht was owned by someone else, leading to her arrest.
Held in Jail on Felony Charge
Following her arrest, Forbes was booked into the Marin County Jail, where she remained in custody as of Sunday evening.
Jail records showed her bail had been set at $50,000 while the investigation continues.
Officials have not released additional details explaining what led to the incident or whether further charges may follow.
Administrative Leave Began Before Arrest
The legal case emerged only days after Forbes had already been placed on administrative leave from her position as city manager.
City officials confirmed that the decision was made during a closed session of the Sausalito City Council on Thursday, although no explanation for the leave has been made public.
It remains unclear whether the leave was connected to the events that resulted in her arrest.
City Acknowledges Investigation
In a statement issued Sunday, Sausalito officials described the situation as difficult for both city employees and the wider community.
The city said it would not discuss the allegations because the matter remains under active investigation by the Marin County Sheriff’s Office. Officials directed all inquiries regarding the criminal case to law enforcement.
Deputy official Brandon Phipps has been appointed acting city manager while the City Council considers its next steps.
Public Service Career Spanned Major Leadership Roles
Forbes officially became Sausalito’s city manager on July 1 after being selected for the position in May. Her annual salary was reported to be $275,000.
Before joining the city, she spent nine years as executive director of the Port of San Francisco, overseeing approximately 270 employees and managing major waterfront infrastructure initiatives, including seawall improvements and long-term planning for rising sea levels along the Embarcadero.
Her appointment had been viewed as another milestone in a public service career that included becoming one of the few women to lead a major U.S. seaport.
Earlier Statement Reflected Optimism About New Role
When accepting the position in Sausalito, Forbes described the opportunity as both a professional progression and a personal homecoming.
She wrote that she felt “prepared and deeply called to serve” the city, adding that the appointment represented a natural continuation of her career in public administration.

A spokesperson representing Forbes and her family urged the public not to draw conclusions before more information becomes available.
According to the statement, Forbes is experiencing a mental health crisis, and her representatives said they hope people will respond with compassion while she receives legal advice and medical care.
The spokesperson emphasized her lengthy record of public service and asked that the matter be viewed with patience as the legal process unfolds.

Authorities have not released further details regarding the burglary investigation or any evidence supporting the allegations.
