The Horrifying Incident The horrifying incident took place at approximately 6:30 pm on Labor Day in Harbor City, a neighborhood within Los Angeles. Video footage from the scene portrays a grim picture, with marked police cars, bullet-ridden windows, and the child’s car seat left abandoned on the road within a cordoned-off area.
