In a statement delivered to the OSCE Permanent Council, the United Kingdom expressed strong support for Moldova’s democratic progress and European integration.

Ambassador Holland, speaking on behalf of the UK, commended Deputy Prime Minister Mihail Popșoi for his government’s reforms and its ability to withstand ongoing hybrid threats from Russia.

The UK emphasized the importance of both the OSCE and the Council of Europe in promoting democracy, protecting human rights, and ensuring accountability for acts of aggression in the region.

Moldova’s Path Toward European Integration

Ambassador Holland highlighted Moldova’s efforts to strengthen democratic institutions, enforce the rule of law, and protect fundamental rights.

He noted that, despite pressures facing democracies across Europe, Moldova has maintained a clear commitment to democratic governance.

“Your direction of travel is both encouraging and significant,” Holland said.

“Moldova has safeguarded its democratic institutions and upheld the will of its citizens, demonstrating resilience that other participating States can learn from.”

Resilience Amid Hybrid Threats

Over the past two years, Moldova has faced coordinated hybrid threats from Russia, including disinformation campaigns, energy coercion, and attempts to interfere with elections.

Despite these challenges, the country has protected its democratic processes and maintained public trust.

The UK praised this resilience, noting that it represents an example of how democratic institutions can endure even in complex security environments.

“Even in today’s challenging context, democratic resilience is both possible and powerful,” Holland said.

The Role of International Institutions

Holland underscored the complementary roles of the OSCE and Council of Europe.

He pointed to the OSCE’s expertise through the Office for Democratic Institutions and Human Rights (ODIHR), which supports credible elections, rule-of-law reforms, and human rights protections.

Similarly, the Council of Europe strengthens judicial independence and democratic standards across the region.

Together, these institutions provide a framework that helps countries like Moldova defend and reinforce democratic governance.

Accountability for Russia and Broader Security Issues

The UK also highlighted ongoing efforts in Strasbourg to ensure accountability for Russia’s aggression against Ukraine.

Ambassador Holland emphasized that justice for victims and the preservation of a rules-based international system remain priorities for all European states.

In addition to security concerns, the Council of Europe is addressing foreign interference in elections and challenges related to irregular migration and foreigners convicted of serious offenses.

Holland encouraged Moldova to use its upcoming Council of Europe Presidency and the Foreign Ministerial to lead initiatives on these fronts.

What’s Next?

Looking forward, the UK reaffirmed its commitment to supporting Moldova’s democratic reforms and European integration.

Collaboration with both the OSCE and Council of Europe is expected to deepen, particularly in areas such as electoral integrity, rule-of-law reforms, and human rights monitoring.

Moldova’s forthcoming initiatives as President of the Council of Europe, including its approach to foreign interference, migration, and justice for Ukraine, will likely shape regional policy discussions in the coming months.
