Japan has formally protested to the United States following the arrest of a US Marine on suspicion of robbing and killing a Japanese woman at a hotel in Okinawa.
Japanese Prime Minister Sanae Takaichi described the alleged incident as extremely brutal and vicious, while demanding full cooperation from the US in the investigation. Tokyo has also called for stricter discipline among US military personnel and measures to prevent similar incidents.
The case is likely to intensify longstanding concerns in Okinawa about the presence of large numbers of US military personnel on the island.
Marine Accused in Death of 39-Year-Old Woman
Lance Cpl. Devin Jacob Ballard, 20, who is stationed at Marine Corps Air Station Futenma, was arrested by Okinawan police on Sunday.
Ballard is suspected of killing 39-year-old Anna Yagi at a hotel in Naha, the capital of Okinawa Prefecture, and taking her wallet and backpack.
Police said Yagi was found unconscious inside the hotel room after she failed to check out at the designated time. A hotel employee entered the room and discovered her before emergency services were called.
Police have said Ballard denies the allegations and remains in Japanese custody.
CCTV Footage Becomes Key Part of Investigation
Investigators are examining surveillance footage that allegedly shows Yagi entering the hotel with a man believed to be Ballard.
The footage reportedly shows the man later leaving the hotel alone, carrying belongings believed to have belonged to Yagi.
Police subsequently located Ballard in the area and arrested him after questioning him. Authorities said the investigation remains ongoing as they work to establish exactly what happened inside the hotel room.
US Promises Full Cooperation
The US Embassy in Japan has acknowledged that a US service member is in custody following the death of a Japanese national and said American authorities are cooperating with Japanese and local investigators.
US Ambassador George Glass expressed condolences to Yagi’s family and pledged full cooperation.
The Marine Corps has also said it is taking the allegations seriously and cooperating with Japanese authorities.
Okinawa’s Long-Running US Military Tensions Resurface
The arrest comes against a sensitive backdrop in Okinawa, where the US military maintains a significant presence.
Around 54,000 US military personnel are stationed in Japan, with a large proportion based in Okinawa. The island has long been the focus of opposition to the US military presence because of concerns involving crime, noise, accidents and the burden of hosting military facilities.
Previous crimes involving US service members have also generated anger among local residents, making the latest case particularly sensitive for relations between Tokyo and Washington.
Japanese Officials Demand Preventive Measures
Japan’s government has not limited its response to requesting cooperation with the murder investigation.
Takaichi has called for stronger discipline among US military personnel and measures designed to prevent a similar incident from happening again.
Defence Minister Shinjiro Koizumi also said incidents involving US military personnel cause significant anxiety within local communities and should not occur.
Ballard Remains Presumed Innocent
Ballard has denied the allegations against him, and the investigation is still at an early stage.
Japanese police are expected to continue gathering evidence before the case proceeds through the country’s legal system. The circumstances surrounding Yagi’s death, including the events inside the hotel room, remain subject to the investigation.
For now, the arrest has placed another strain on the already sensitive relationship between Okinawa’s local community and the US military presence on the island.
