While stating that the programme is backed by all necessary legislations, Chief Emecheta said the exercise will  cut across the entire state including rural areas and that the Agency has already enumerated about two hundred and fifty thousand houses and would demarcate the houses into residential, commercial and industrial areas for easy identification and access.
