Ordained as a priest in 1969 in Pamplona, Spain, for the Order of the Augustinian Recollects, he became the auxiliary bishop of the Archdiocese of Panama in 1985.

His service continued with his appointment as the bishop of Chitré on October 29, 1994, by St. John Paul II.

Subsequently, on August 28, 1999, he assumed the role of bishop for the Diocese of David, where he currently serves.
