The government accepts the TRA’s advice on cold-rolled flat steel.

Up until 2026, measures will stop dumping imports from China and Russia.

The Trade Remedies Authority’s proposal for anti-dumping actions against imports of cold rolled flat steel from China and Russia has been accepted by the government.

The Secretary of State for International Trade has today approved the TRA’s proposal on imports of cold-rolled flat steel from China and Russia. The whole TRA report on this matter is available in its public file.

Parts for home appliances, the automobile sector, and other products are made from cold-rolled flat steel. Consumer goods including radiators, steel drums, home appliances, racking, shelving, and metal furniture all include it.

The TRA determined that it would be in the economic interest of the UK to prolong the anti-dumping measure for an additional five years as part of its evaluation. It also came to the conclusion that if the measure were lifted, cold rolled flat steel from China and Russia would probably be dumped in the UK, harming UK manufacturers who now account for 40–50% of the market and have an annual combined turnover of £685 million.
Industry reacts to preliminary results

Initial results on the measures were presented in a Statement of Essential Facts released by the TRA on March 31. Before the TRA presented its proposal to the Secretary of State, UK and foreign businesses had 30 days to evaluate the findings and comment on them. At this point, several significant contributions were made.
Information on the setting

Regarding the TRA, the UK agency that determines whether import-related trade remedies are necessary is called the Trade Remedies Authority. Before the UK left the EU, trade remedy investigations were conducted on its behalf by the EU Commission.

One of the three categories of trade remedies permitted by World Trade Organization (WTO) regulations, along with countervailing measures against countervailable subsidies and safeguard measures, anti-dumping measures prevent goods from being “dumped” into countries at prices lower than their normal price in their country of origin.

When the UK left the EU, 44 EU trade remedies measures that were relevant to UK manufacturers were incorporated into UK legislation. The TRA is now examining each of them to see if it is appropriate for UK requirements. The most recent to be finished is the measure on cold-rolled steel.
