Nigeria Empowers SeaSeis to Unlock Massive Offshore Oil Reserves in Eastern Niger Delta

In a move set to reshape the country’s hydrocarbon landscape, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has signed a landmark Petroleum Exploration Licence No. 5 (PEL5) agreement with SeaSeis Geophysical Limited.

The deal, which also involves a partnership with TGS, authorises the acquisition and processing of new 3D seismic and gravity data across a massive offshore acreage in the Eastern Niger Delta.

The three-year licence, signed at NUPRC headquarters in Abuja, marks a significant step toward boosting subsurface understanding and supporting data-driven exploration strategies.

Unlocking the Eastern Niger Delta

The PEL5 initiative covers approximately 11,700 square kilometres of offshore territory, spanning water depths between 400 and 2,800 metres.

According to NUPRC’s Head of Corporate Communications, Eniola Akinkuotu, the project empowers the partners to issue data-use licences, with revenues shared between the Commission and SeaSeis.

The targeted area sits within the Outer Fold and Thrust Belt, a region known for prolific hydrocarbon reserves but challenging geological complexity.

Historically, these geological formations have limited exploration activity, but advances in 3D seismic technology, such as TGS’s GeoStreamer dual-sensor system and broadband acquisition methods, are changing the game.

Driving Data-Backed Exploration

Speaking at the signing, NUPRC Chief Executive Oritsemeyiwa Eyesan emphasised the importance of credible data in guiding exploration and investment decisions.

“Exploration is fundamentally driven by confidence in data and processes,” Eyesan said.

He added that the PEL5 initiative highlights the Commission’s commitment to transparency, long-term value creation, and strategic partnerships aimed at boosting Nigeria’s oil production and reserves.

SeaSeis Managing Director Goke Adeniyi called PEL5 the company’s largest African project, noting that the scale reflects both the technical challenges and the significant opportunity within Nigeria’s upstream sector.

“We are confident that the resultant high-fidelity 3D seismic data will provide operators with the quality needed to evaluate prospects with greater confidence,” Adeniyi stated.

Nigeria’s oil reserves have faced stagnation in recent years, despite being Africa’s largest crude producer.

Mature fields in the Niger Delta, combined with funding constraints, regulatory uncertainty, and complex frontier basin geology, have slowed new exploration activity.
