Constitutional Court Order – ANC Hands Over Cadre Deployment Records to DA

The ANC’s national spokesperson, Mahlengi Bhengu-Motsiri, categorically rejected what she termed as “fevered speculation driven by the DA” concerning the ANC’s cadre development policy and deployment strategy.

This response comes in the aftermath of the Constitutional Court’s order mandating the ANC to hand over cadre deployment records to the Democratic Alliance (DA), ending three years of refusals.

Response to Speculation and Disclosure History

Bhengu-Motsiri clarified that records spanning from 2018 to 2021 were already handed over to the Zondo Commission in 2021, emphasizing that these records underwent thorough scrutiny during the commission’s proceedings.

Notably, President Cyril Ramaphosa and other senior party leaders provided testimony regarding these records.

The ANC’s willingness to disclose records to the Zondo Commission is highlighted, asserting the party’s transparency in adhering to the commission’s inquiries.

No Minutes Found for 2012-2017 Meetings

Addressing concerns raised during the Zondo Commission, Bhengu-Motsiri revealed that the ANC informed the commission in June 2021 about the unavailability of committee meeting minutes for the period December 2012 to December 2017.

No minutes were found for meetings during that time.

The acknowledgment of missing minutes for a specific period demonstrates the ANC’s commitment to providing all available information while disclosing the limitations in its historical recordkeeping.

DA’s Alleged Misrepresentation and Threats

Bhengu-Motsiri accused DA MP Leon Schreiber of deliberate misrepresentation, threats, and false expectations regarding the ANC’s records.

She asserted that despite being aware of the missing minutes, the DA chose to engage in actions that could potentially distort the actual nature of the disclosed records.

The ANC expresses dissatisfaction with the DA’s approach, accusing them of intentionally misrepresenting facts and creating false expectations around the records.

ANC’s Commitment and Rejection of DA Threats

Quoting President Ramaphosa’s commitment to finding the records during his testimony to the Zondo Commission, Bhengu-Motsiri reiterated the ANC’s dedication to complying with the court order.

She emphasized the party’s intention to hand over all found records and provide explanations for those that are either nonexistent or cannot be located.

Additionally, she firmly rejected the DA’s threats to lay charges of contempt of court against the ANC’s leadership.
