Tim Flesher and Raj Jethwa get appointed as chair and member to the Prison Service Pay Review Body

The Secretary of State for Justice has announced Tim Flesher’s reappointment as Chair and Raj Jethwa’s appointment as a member of the Prison Service Pay Review Body (PSPRB). Tim Flesher will be reappointed for a three-year term beginning August 1, 2022, and ending July 31, 2025. Raj Jethwa’s appointment will last for five years, starting on June 13, 2022 and ending on June 12, 2027.

According to The Prison Service (Pay Review Body) Regulations 2001, the PSPRB provides independent recommendations to the government on the remuneration of operating prison employees in England, Wales, and Northern Ireland (SI 2001 No. 1161).

The Commissioner for Public Appointments oversees appointments and reappointments to the PSPRB. The Commissioner’s Code of Practice for Ministerial Appointments to Public Bodies was followed in making this re-appointment.

The Prime Minister appoints public members to the PSPRB.

Biography of Tim Flesher
Tim was named Chair of the PSPRB on August 1, 2019, for a three-year term. Tim worked as a civil servant for 36 years, holding various positions such as Private Secretary for Parliamentary Affairs to the Prime Minister and being in charge of the formation of OFSTED.

He was the head of the Immigration Service from 1994 to 1998 before becoming the Deputy Chairman of the Inland Revenue. Tim served as the Deputy Chief of Defence Logistics in 2003 and the Chief of Corporate Services for Defence Equipment and Support from 2007 to 2010.

He has been working as a consultant and coach since 2010. Tim is a Trustee of the Armed Forces Education Trust and served on the Armed Forces Pay Review Body from 2014 to 2019.

Biography of Raj Jethwa
Mr. Jethwa is the President and CEO of the Universities and Colleges Employers Association (UCEA). He is also a visiting fellow at Kingston University’s Faculty of Business and Law.

He previously worked at the British Medical Association as Director of Policy and Head of Health Policy and Economics Research/Public Health and Healthcare (BMA). Between 2009 to 2013, Mr Jethwa was the Head of Research at the Police Federation of England and Wales.
