South African Government Introduces Strict Bill to Regulate Vaping Products and Curb Tobacco Use

In response to these concerns, the South African government has introduced the Tobacco Products and Electronic Delivery Systems Control Bill.

The sale of these products will also be prohibited in vending machines.

Additionally, the bill introduces strict regulations around marketing, promotions, and displays of vaping products.

This includes a complete ban on advertising and the distribution of free samples, particularly to minors.

The legislation also specifies that vaping products cannot be sold to children, emphasizing the importance of safeguarding vulnerable groups from these products.

Final Public Hearings and the Vaping Community’s Response

The Vapour Products Association of South Africa (VPASA) has called for the vaping community to make their voices heard during the final public hearings on the bill.

These hearings are scheduled to take place in Trompsburg, Free State, on January 31, 2025, and in George, Western Cape, on February 2, 2025.

VPASA CEO Asanda Gcoyi stressed the importance of participation, explaining that the decisions made during these hearings will shape how vaping is regulated in South Africa.

She also highlighted the significance of vaping products, like e-cigarette refills, now being officially recognized as part of the Consumer Price Index (CPI).

This recognition could affect both the pricing and availability of vaping products in the future.

VPASA’s Position on the Bill

While VPASA supports the government’s goal of protecting young people from the potential risks of vaping, the association also argues that vaping can serve as a harm reduction tool for adult smokers who are trying to transition from traditional cigarettes to less harmful alternatives.

Gcoyi emphasized that the bill should take this potential into account as it moves forward.
