South Africa’s basic education system is undergoing a significant transformation as the Department of Basic Education announces plans to formally integrate Grade R educators into the system.
Basic Education Minister Siviwe Gwarube shared these developments during the release of the 2024 matric results, emphasizing a renewed focus on strengthening foundational learning.
Integration of Grade R Educators
Minister Gwarube outlined the steps to bring qualified Grade R practitioners into the formal education framework.
Eligible educators will now have the opportunity to apply for vacant fundamental teaching posts through advertisements, absorption, or conversion processes.
For those who are unqualified or underqualified, the Department will offer fixed-term contracts while they work on upgrading their qualifications.
This marks a significant shift for over 12,000 unqualified Grade R practitioners currently receiving stipends instead of full salaries and benefits.
The new system will align them with standard educator conditions of service, providing greater stability and recognition for their contributions.
Current Challenges with Grade R Post Allocation
Grade R teaching positions have historically been outside the formal post provisioning model used for public schools.
Instead, the Department has allocated Grade R posts based on the number of Grade R classes in each school, a process separate from the usual norms for post establishment.
The integration aims to address these inconsistencies, ensuring that Grade R educators are fully recognized as part of the teaching profession.
Focus on Strengthening Foundational Learning
Minister Gwarube emphasized that this initiative is part of a broader strategic effort to enhance foundational learning in South Africa.
By prioritizing the Foundation Phase, which includes Grades R to 3, the Department hopes to create a strong base for learners’ academic success.
The Democratic Alliance (DA) has welcomed this development, with Delmaine Christians MP highlighting the critical importance of the Foundation Phase in establishing essential skills like reading and mathematics.

Christians further praised the shift toward high-quality Early Childhood Development (ECD) and improved teaching practices in early grades.
