RSH Reveals Shocking Life Critical Fire Safety Defects in Over 17000 Social Housing Buildings Across England

The Regulator of Social Housing (RSH) has released its newest survey results on fire safety in social housing buildings exceeding 11 metres in height.

The quarterly Fire Safety Remediation Survey highlights both progress and ongoing challenges in ensuring residents’ safety across the sector.

Key Findings from the Survey

According to the data, there are 17,010 relevant buildings in scope.

Among these, 1,924 were identified with life-critical fire safety (LCFS) defects related specifically to external wall systems.

Encouragingly, over 99.5% of all buildings have had a fire risk assessment carried out, signaling widespread compliance with safety inspections.

The survey also noted that 1,468 buildings—roughly 76%—are projected to be remediated within the next five years, indicating a significant, though gradual, remediation effort.

Since June 2017, 2,723 buildings were found to have LCFS defects, with 970 of these (35.6%) already remediated or completed and awaiting new building works assessments.

RSH Stresses Accountability

Will Perry, RSH’s Director of Strategy, emphasized the importance of urgent action:

“Landlords must act swiftly to address fire safety defects so tenants are, and feel, safe in their homes.

We will continue to closely monitor progress, engage through our regulatory work, and follow up with any landlord whose plans or pace of remediation raise concerns.”

The regulator confirmed that it will maintain oversight of social landlords and track their progress against remediation plans.

Survey Scope and Methodology

The findings are based on the Q3 2025/2026 survey, which ran from 12 December 2025 to 22 January 2026, with data reported as of 31 December 2025.

Most buildings (88.24%) have no outstanding or historic LCFS defects related to external wall systems since June 2017.

LCFS defects are defined as any fault, shrinkage, or other failing in a building that could pose a fire risk, as identified through fire risk appraisals or assessments adhering to industry standards.

RSH also cautioned that changes in reported data over time may reflect shifts in the number of buildings surveyed or changes in assessment status, rather than actual improvements or deteriorations in safety.

In this quarter, the London Borough of Brent was unable to provide full details as it conducted a data review, though the total number of relevant buildings was verified.

Impact and Consequences

The findings underscore both progress and remaining risks in social housing fire safety.

While the majority of buildings have been assessed and remediation plans exist, nearly 2,000 buildings still carry life-critical defects, putting residents’ safety at potential risk.
