Labour faces major setback as planning approvals for new housing projects plummet to a historic low in the UK

In a troubling turn of events, Labour’s ambitious plan to build over 1.5 million new homes in the next five years appears to be in jeopardy.

This comes after a report revealed that planning approvals for new housing developments have plummeted to an all-time low.

Decline in Planning Approvals Raises Concerns

A recent report from the Home Builders Federation (HBF) has shown that only 2,260 housing project sites received planning approval between July (when Labour took power) and September of the previous year.

This figure is the lowest recorded since the HBF began keeping track in 2006.

Additionally, the number of approved housing units, such as flats, dropped by a staggering 40% from the peak of 96,475 units in the first quarter of 2021, falling to just 57,356 units.

The HBF has raised alarms, stressing that in order for Labour to meet its target of constructing 370,000 homes annually, planning approvals would need to increase by 150%. HBF chief executive Neil Jefferson described the situation as deeply concerning, emphasizing the severity of the UK’s ongoing housing crisis.

Labour Faces Criticism Amidst Multiple Unfulfilled Promises

The low number of planning approvals marks a difficult start to 2025 for Prime Minister Keir Starmer’s government, which is already under fire for failing to deliver on several campaign promises.

Critics have pointed to rising taxes on workers, a lack of progress on energy bill reductions, and now, the faltering housing targets as significant setbacks for the Labour Party.

Labour has pledged to reform the UK’s planning system by increasing the number of staff responsible for processing housing applications, easing restrictions on green belt land, and developing new towns.

However, Jefferson argues that while these changes are a step in the right direction, a substantial increase in planning approvals is still necessary to meet the government’s housing goals.

Regional Disparities and a Struggling Construction Sector

The HBF data also highlighted significant regional disparities in planning approvals.

Areas such as the North East, Yorkshire, and the West Midlands have seen especially sharp declines.

Meanwhile, the UK’s construction sector also took a hit in December, with activity reaching its lowest level in six months.

Standard & Poor’s attributed the downturn to the decline in residential building activity, which has now fallen for three consecutive months.

This slowdown in construction and the lack of new housing project approvals represent a growing challenge for Starmer’s government, which is trying to address the housing crisis and make homeownership more accessible to the general public.

The Struggle to Meet Housing Targets and Overhaul Planning Laws

Labour’s original promise was to overhaul the UK’s “broken” planning system to make it easier to meet the target of building 370,000 homes every year during this Parliament.

Deputy Prime Minister Angela Rayner had even proposed allowing more housing to be built on green belt land and imposing mandatory building targets for local councils.

But these proposals have faced backlash from both local authorities and campaigners, who argue that the targets are unrealistic.

Moreover, high mortgage interest rates are slowing down demand, making it even harder to meet the housing goals.

Labour has faced accusations of breaking its promises on taxes and energy bills, adding pressure to their already precarious position.

Labour’s Commitment to Housing Reform Amid Criticism

Despite the setbacks, Rayner remains committed to Labour’s housing agenda.

She acknowledged that the 1.5 million homes target would only be a small part of solving the broader housing crisis.

Speaking to MPs, she emphasized that local authorities would be held accountable for meeting the building targets, which she insisted were both achievable and mandatory.

Rayner made it clear that she was determined not to fail in this crucial fight, despite the challenges ahead.
