That’s exactly the goal behind the Japan Africa Dream Scholarship (JADS) — a collaboration between the African Development Bank and the Government of Japan focused on building human capacity in key sectors vital to Africa’s growth.
This initiative aligns with the African Development Bank’s “High 5” priorities — feeding Africa, lighting up and powering Africa, industrializing, integrating the continent, and improving quality of life.
It also reflects Japan’s commitment to sustainable development support for Africa.
What the Scholarship Offers
JADS opens the door for outstanding African students to pursue master’s degrees in areas that matter most: energy, agriculture, health, environmental sustainability, and engineering.
The scholarship lasts two years and is aimed at students from African Development Bank regional member countries who have relevant experience and a track record of contributing to their countries’ development.
The idea is simple — after gaining advanced skills abroad, scholars return home ready to make a real impact, helping to drive socio-economic progress in their nations and across Africa.
Who Can Apply
To qualify, applicants should:

Be studying or applying for programs related to environmental sustainability, engineering, or similar fields.

Have excellent academic records and relevant professional experience supporting development efforts.

Have at least one year of paid work experience in an African country since earning their bachelor’s degree in the last three years.

Be 35 years old or younger and in good health.

Gain admission to an approved master’s program at a Japanese or African partner university (applications for admission are made directly through the universities).

Not currently be enrolled in another graduate program.

Be citizens of the African Development Bank’s regional member countries.

Not be staff or close relatives of senior officials at the African Development Bank Group.
It’s important to note that all eligibility rules are strictly enforced and won’t change during any application cycle.
What the Scholarship Covers
Selected scholars receive:

Full tuition fees for the two-year master’s program.

A monthly living allowance throughout their studies.

Round-trip air travel between their home country and the host university.
-
Health insurance (usually arranged through the university).

An extra six months for preparatory studies or internships after graduation.

Potential grants for research or thesis work if engaged in academic research.

In special cases, funding for language prep courses, computer literacy, or other necessary training.
Keep in mind the scholarship only covers the master’s degree duration or two years, whichever is shorter.
What Isn’t Covered
The scholarship does not pay for:

Family members’ travel or living expenses.

Extra-curricular courses or training outside the degree program.

Language classes not included in the graduate course.

Additional materials like computers, field trips, workshops, or seminars.
If you have other scholarships or financial support, you must inform the JADS Secretariat.
The program may reduce or withdraw its stipend if additional funding is confirmed.

JADS offers two enrollment periods:
