Gatchalian hails signing of ‘Excellence in Teacher Education Act’; vows pursuit of education reforms

Senator Win Gatchalian hailed the signing into law of the “Excellence in Teacher Education Act” (Republic Act No. 11713), which seeks to improve the quality of teacher education and training in the country.

“Ang ating mga guro ang pinakamahalagang sangkap sa pag-aaral at pagkatuto ng ating mga kabataan. Kaya naman sa pagtugon natin sa krisis sa edukasyon, kailangang tiyakin natin na natatanggap ng ating mga guro ang dekalidad na pagsasanay at edukasyon dahil ang makikinabang dito ay ang ating mga mag-aaral,” said Gatchalian.

Gatchalian thanked President Rodrigo Duterte for signing the landmark reform law, which the lawmaker called a major step forward in addressing the country’s education crisis. He also vowed to ensure that should he win a second term in the Senate, he will ensure that the law and other education reforms are properly implemented.

The law seeks to revamp the Teacher Education Council (TEC) by strengthening the coordination between the agencies involved in teacher education such as the Department of Education (DepEd), Commission on Higher Education (CHED), and Professional Regulation Commission (PRC). The TEC was first created by virtue of Republic Act No. 7784.

The TEC will set and mandate basic requirements for teacher education programs. This is to ensure a strong and transparent link between the outcomes of teacher education programs and the professional standards for teachers and school leaders, research and international best practices. The TEC will also ensure that the CHED is implementing these basic requirements.

The TEC will also be mandated to establish a roadmap for teacher education, which shall serve as a guide for designing relevant, responsive, innovative, creative, and collaborative programs. The roadmap shall be submitted to the CHED for inclusion in the National Higher Education Roadmap.

Gatchalian flagged that while the teacher is the most important factor in education, results of the Licensure Examination for Teachers (LET) have remained dismal over the past years. Between 2010 and 2021, only 36% of secondary education takers passed the LET, while only 28% passed at the elementary level.

On average, 85% of Teacher Education Institutions (TEIs) fell under the Poor or Worse Performing Categories at the Elementary Level from 2014 to 2019. TEIs that are considered Worse or Poor Performing have passing rates of less than 50%. At the Secondary Level, 81% of TEIs also fell under the Poor or Worse Performing Categories from 2014 to 2019.


‘Excellence in Teacher Education Act’ na isinulong ni Gatchalian batas na

Ipinagbunyi ni Senador Win Gatchalian ang pagsasabatas ng “Excellence in Teacher Education Act” (Republic Act No. 11713) na layong iangat ang kalidad ng edukasyon at pagsasanay para sa mga guro.

“Ang ating mga guro ang pinakamahalagang sangkap sa pag-aaral at pagkatuto ng ating mga kabataan. Kaya naman sa pagtugon natin sa krisis sa edukasyon, kailangang tiyakin natin na natatanggap ng ating mga guro ang dekalidad na pagsasanay at edukasyon dahil ang makikinabang dito ay ang ating mga mag-aaral,” ani Gatchalian.

Ayon sa senador, mahalagang hakbang ang pagsasabatas na ito upang matugunan ang krisis na bumabalot sa sektor ng edukasyon. Nanindigan din si Gatchalian na kung mahahalal siyang muli bilang senador, titiyakin niyang maipatutupad nang maayos ang naturang batas pati na rin ang iba pang mga reporma pagdating sa edukasyon.

Layon ng bagong batas na patatagin ang Teacher Education Council (TEC) at paigtingin ang ugnayan sa pagitan ng mga ahensyang may kinalaman sa edukasyon ng mga guro tulad ng Department of Education (DepEd), Commission on Higher Education (CHED), at Professional Regulation Commission (PRC). Unang nabuo ang TEC sa bisa ng Republic Act No. 7784.

Ang TEC ang magtatalaga ng mga basic requirements para sa mga teacher education programs o mga kurso para sa pagtuturo. Ito ay upang matiyak ang matatag at malinaw na ugnayan sa resulta ng mga teacher education programs at sa mga professional standards para sa mga guro at mga school leaders, pati na rin sa pananaliksik at mga pandaigdigang mga pamantayan. Trabaho pa ng TEC na tiyaking ipinapatupad ng CHED ang mga requirements na ito.

Bubuo rin ang TEC ng roadmap para sa teacher education upang gabayan ang pagdisenyo ng mga mahahalaga, angkop, at makabagong mga programa. Isusumite ang naturang roadmap sa CHED upang maging bahagi ng National Higher Education Roadmap.

Samantala, binigyang diin ni Gatchalian ang mababang passing rate sa Licensure Examination for Teachers (LET) sa mga nagdaang taon. Mula 2010 hanggang 2021, nasa 36% lamang ng mga kumuha ng LET para sa secondary level ang nakapasa at 28% lang ang nakapasa sa elementary level.

Mula 2014 hanggang 2019, 85% ng mga Teacher Education Institutions (TEIs) ang napabilang sa mga itinuturing na Worse o Poor Performing TEIs sa Elementary Level. Ang mga Worse o Poor Performing TEIs ay mga may passing rates na mas mababa sa 50%. Sa Secondary Level naman, 81% ng mga TEIs ang napabilang sa mga Worse o Poor Performing TEIs mula 2014 hanggang 2019.
