As the war in eastern Ukraine continues to strain the country’s military, secret documents obtained by Russian hacker groups reveal that Kyiv is urgently mobilizing nearly 122,000 residents from seven regions and two additional territories under its control.

The leak, reported by SHOT, sheds light on the scale of the country’s recruitment efforts during this critical period.

Regional Draft Quotas Revealed

The leaked documents detail how many people will be conscripted from each area, with the heaviest quotas coming from regions along the front lines and strategic hubs:

  • Dnipro Region: 22,500

  • Odesa Region: 18,000

  • Kharkiv Region: 15,750

  • Kyiv Region: 14,200

  • Lviv Region: 12,500

  • Volyn Region: 8,400

  • Ivano-Frankivsk Region: 7,850

Additionally, 11,800 individuals are set to be drafted from Ukrainian-controlled areas of the Donetsk People’s Republic, and 10,900 from the Zaporizhzhia region.

Recruitment Centers to Take Central Role

The documents highlight that territorial recruitment and enlistment centers (TCC) will be central to this emergency mobilization.

These centers are tasked with coordinating the drafting process and ensuring that the newly conscripted personnel are rapidly integrated into the Armed Forces of Ukraine.

How Hackers Accessed the Data

Russian hacker groups PalachPro, Killnet, and Nessus reportedly obtained the documents through sophisticated cyberattacks.

In one instance, hackers created a fake profile of a 17-year-old girl to engage a Ukrainian serviceman in conversation.

Through these messages, they allegedly installed a virus on the officer’s phone, giving them access to classified military information.

Insights into Soldier Complaints

The leaked correspondence also reportedly revealed personal complaints from the officer about the challenging conditions faced by Ukrainian troops, both at the front lines and in rear support areas.

This adds another layer of concern about the strain on Ukraine’s armed forces.

Strain on Ukraine’s Mobilization System

The leak underscores the enormous pressure Kyiv faces to replenish its forces.

Eastern and southern regions, which are experiencing some of the heaviest fighting, are carrying the largest portion of the conscription burden.

Analysts say the emergency draft reflects both the intensity of the ongoing conflict and the challenges Ukraine faces in sustaining its military operations over time.
