There’s been growing debate around the policies that allow transgender women—people assigned male at birth but who identify as female—to be housed in women’s correctional facilities.

While the intention is often to respect gender identity, the reality on the ground can be complicated and, sometimes, deeply troubling.

A whistleblower recently came forward from a women’s prison in Minnesota, revealing a disturbing situation that highlights the risks involved in this policy shift.

A Disturbing Discovery Behind Bars

Sean Windingland, a 35-year-old man serving a lengthy sentence for sexually assaulting two young relatives and distributing videos of the abuse, was transferred to a female prison following a change in state policy.

This prison, located in Shakopee, markets itself as a place where inmates get “a chance to bloom” through education, personal growth, and spiritual programs.

But according to fellow inmate Jamie Ali, Windingland had been hoarding bottles of semen in his cell.

She alleges this was done with the intent of impregnating female prisoners or providing the means for them to impregnate themselves—raising serious questions about the safety of women housed in the same facility.

Inmate Voices: Fear and Frustration

Jamie Ali didn’t hold back her outrage.

“How does it make any sense to put him in an all-women’s prison?” she told the media.

Ali described herself as a survivor of multiple sexual assaults and domestic violence, explaining how the presence of transgender men in the prison has made her experience even more traumatic.

She said she has started isolating herself and even dropped out of classes because the presence of transgender inmates makes participation unbearable.

Ali also spoke about another transgender inmate, Bradley Sirvio—now known as Aurora—who is serving life for murder.

She claimed Sirvio openly talks about sexual encounters with female inmates in graphic detail, adding to her sense of danger.

Department of Corrections Responds

In response to the allegations, a spokesperson for the Department of Corrections stated that the claim about the semen stash was “unsubstantiated.”

Still, Ali remains deeply concerned about how easily inmates who identify as transgender are transferred into women’s facilities, fearing it puts vulnerable women at risk of assault.

Her biggest worry? That someone might falsely claim a female identity just to be placed in the women’s prison — and then harm others.

Changes and Controversies Continue

Since the allegations, Windingland has reportedly been moved back to a men’s prison at Stillwater.

Meanwhile, another transgender inmate there, Marco Hanlon—who was charged with molesting a young cousin—has been undergoing hormone therapy and recently received breast implants, according to reports.

The Image Versus Reality at Shakopee Prison

Shakopee’s promotional materials paint a very different picture.

The prison highlights opportunities for inmates to better themselves: hosting 5K runs, offering educational courses, encouraging spiritual growth, and even showcasing success stories like inmates pursuing law degrees.

They also emphasize community outreach, such as growing produce for donation and teaching practical skills like sewing.

Yet, beneath these hopeful messages, the experiences shared by inmates like Ali show the complex and sometimes harsh realities facing those living there—especially in light of policies that don’t always seem to protect the most vulnerable.
