South African Government Faces Serious Tender Irregularities in Driver’s Licence Renewal Process for 2024

Driver’s license renewal in South Africa has become a never-ending saga that seems more like a soap opera than a government process.

The latest twist in this ongoing drama involves serious concerns raised by the Auditor-General (AG) over irregularities in the tender process.

Specifically, the AG has flagged issues with the appointment of Idemia Identity and Security, a French company, as the new card-printing supplier for 2024.

The same company has faced similar troubles with the Airports Company of South Africa (ACSA).

Besides handling driver’s licence renewals, Idemia is also set to manage the new digital Driver’s Licence Card Accounts (DLCAs) for South Africans.

Tender Irregularities Spark Controversy

According to the AG, there were inconsistencies in how the bid criteria were applied to all the bidders.

This raises serious questions about the fairness of the selection process.

In response to these findings, Minister of Transport Barbara Creecy has confirmed that no money has been spent yet on the rollout of the new driver’s licence renewal system.

However, if the department proceeds with the plan, the expenditure will be considered irregular due to the issues with the tender process.

Waiting on the High Court for Guidance

The Department of Transport is now waiting for a High Court recommendation on how to proceed with the project in light of the irregularities.

The AG’s report has put the brakes on any immediate action, and the department cannot move forward without guidance from the court.

The Minister is also seeking a declaratory order from the High Court, as canceling the tender would come with hefty penalties for Idemia, further complicating the situation.

Frustrations Grow as the System Struggles On

While the legal process unfolds, South Africa continues to face serious challenges with its driver’s licence renewal system.

The country’s only card-printing machine is outdated, prone to breakdowns, and has been a source of constant backlogs.

In the meantime, the Department of Transport is focused on finding temporary solutions, such as improving maintenance of the existing printer and issuing temporary licences to those caught in the backlog.

A Step Toward Transparency

Despite the ongoing chaos, the Automobile Association (AA) has praised the department’s efforts to address the irregularities.

The AA sees this as a vital move towards greater transparency and accountability in the procurement process, something they have been advocating for.

However, until the High Court issues its ruling, the department’s hands are tied, and the future of the tender remains uncertain.
