Florida Court Bans Miami Tax Preparer Dieuseul Jean-Louis from Preparing Federal Returns After Fraudulent Activities

A Miami tax preparer, Dieuseul Jean-Louis, has been hit with a permanent injunction by the U.S. District Court for the Southern District of Florida, effectively banning him from preparing or assisting with federal income tax returns.

This ruling also prohibits Jean-Louis from working for or owning any tax preparation business, setting up new businesses as a preparer, and transferring or assigning customer lists to others.

Court Orders Jean-Louis to Repay Over $245,000 in Ill-Gotten Gains

As part of the court’s decision, Jean-Louis has been ordered to pay $245,275 in disgorged funds, representing the money he illegally earned through his tax preparation business.

Jean-Louis has agreed to both the permanent injunction and the repayment order.

Fraudulent Tax Preparations and False Claims Under Jean-Louis’ Business

The complaint against Jean-Louis revealed that, through his business DJL Multi-Services, he prepared tax returns for clients that included fraudulent deductions and credits without their knowledge.

These included fake or inflated charitable donations, false mortgage interest deductions, and fabricated business expenses.

He was also found to have fraudulently claimed credits like the Fuel Tax Credit and American Opportunity Credit.

Moreover, Jean-Louis is accused of falsifying his clients’ income and filing statuses in order to increase the Earned Income Tax Credit (EITC).

For over a decade, he prepared thousands of tax returns, often with deceptive practices that harmed taxpayers.

Jean-Louis Swindles Customers With Fake Returns Filed With the IRS

In a further twist, Jean-Louis allegedly provided his clients with tax return copies that differed from the ones actually filed with the IRS.

The returns filed with the IRS were designed to secure a higher refund, allowing Jean-Louis to keep the difference without his clients’ knowledge.

Justice Department Steps In to Warn Taxpayers About Unscrupulous Preparers

The Justice Department’s Tax Division has emphasized that taxpayers should remain cautious when choosing a tax return preparer.

To assist, the IRS offers helpful resources on how to select a qualified preparer, including a free directory of federal tax preparers and guidance on the necessary credentials and qualifications.

Over the past decade, the Tax Division has secured injunctions against hundreds of dishonest tax preparers.

Those who suspect violations of such injunctions can report them to the Tax Division for investigation.
