Honoring South African Heroes
President Cyril Ramaphosa kicked off his State of the Nation Address (SONA2025) by paying tribute to 14 South African soldiers who tragically lost their lives while on a peacekeeping mission in the Democratic Republic of Congo (DRC).
These brave men and women were part of a mission aimed at promoting peace and stability in the region.
Ramaphosa honored each soldier individually, acknowledging their sacrifice in the name of peace, not for power or resources, but to bring an end to the violence on the African continent.
He called them heroes, whose lives were dedicated to the greater cause of peace.
Global Issues and South Africa’s Role
During his address, Ramaphosa highlighted the pressing global issues facing the world today.
He touched on topics like climate change, the rise of artificial intelligence, and growing geopolitical tensions. Despite these challenges, the President emphasized that South Africa must confront them with resilience and unity.
He made it clear that South Africa stands firm in its commitment to peace, justice, equality, and solidarity.
He also reaffirmed the nation’s dedication to ensuring equal rights for women, persons with disabilities, and the LGBTQI+ community.
National Unity and the Medium-Term Development Plan
In the SONA2025, Ramaphosa spoke about the formation of a Government of National Unity, introducing the Medium-Term Development Plan.
This plan, he said, will focus on three key areas: fostering inclusive growth and job creation, reducing poverty, and building a capable, ethical state.
The President assured the country that this plan would serve as a guide for South Africa’s development over the next five years.
Strengthening Public Service and Local Government
Ramaphosa took the opportunity to discuss the need for a capable and professional public service.
He introduced a graduate recruitment scheme aimed at attracting top talent to the government.
He also acknowledged the challenges faced by municipalities, many of which are struggling to provide basic services like water and electricity.
The President committed to creating professionally managed utilities to improve service delivery, while also announcing plans for consultations to update the White Paper on Local Government, which will aim to create a more efficient and fit-for-purpose local government system.
However, Ramaphosa didn’t address the persistent issues of corruption, mismanagement, or the misuse of state funds at the municipal level, leaving some questions unanswered about how these issues would be tackled moving forward.
Infrastructure Investment: Big Projects Ahead
The President unveiled a bold infrastructure development plan, with R940 billion set aside for investments over the next three years.
Among the most notable projects are the Mtentu Bridge, which will become the tallest bridge in Africa, and the Polihali Dam, which will supply water to multiple provinces.
Ramaphosa also touched on economic reforms, such as reducing load shedding and improving the performance of state-owned enterprises like Eskom and Transnet.
Energy Transition: A Global Commitment
Ramaphosa celebrated the fact that South Africa had gone 300 days without load shedding as of March 2024, though he acknowledged that the country’s energy supply was not yet entirely stable.
He highlighted the ongoing transition to renewable energy, with over $13 billion (R247 billion) pledged by the international community.
He stressed South Africa’s commitment to reducing carbon emissions while ensuring the transition remains affordable and emphasized the importance of private sector investment in renewable energy projects.
Water Crisis and New Agency
Addressing the ongoing water crisis, Ramaphosa announced that R23 billion had been secured for seven major water infrastructure projects.
To support further progress, he also revealed plans to establish a National Water Resource Infrastructure Agency to attract more investment into water initiatives.
Supporting Small and Black-Owned Businesses
In a move aimed at promoting inclusivity, the President announced a R20 billion Transformation Fund to support black-owned and small businesses over the next five years.
He also pledged to fast-track regulations to ensure that women, youth, and persons with disabilities have equal access to government contracts.
Education Milestone and Future Plans
Ramaphosa celebrated the 2024 matric results, which saw the highest pass rate in South Africa’s history at 87%.
He also announced plans to expand access to early childhood development and improve literacy and numeracy in schools.
Healthcare and the National Health Insurance (NHI)
On the healthcare front, the President spoke about the progress being made in preparations for the National Health Insurance (NHI) scheme, though he didn’t offer many details on how exactly it will be implemented.
He did, however, announce plans to build and revitalize hospitals and clinics across the country.
Housing Development and Accessibility
The President unveiled a new approach to housing, focusing on building affordable homes closer to urban centers and work opportunities.
He mentioned the release of underutilized state properties for housing development, along with the provision of 300,000 serviced stands.
Additionally, Ramaphosa promised to clear the backlog of title deeds for subsidized housing.
Fighting Crime with Technology
In terms of security, Ramaphosa stated that the police are actively working to dismantle organized crime syndicates and reduce violent crime.
He also outlined plans to expand the Detective Service by 4,000 personnel and incorporate technology like artificial intelligence to combat crime.
The President also highlighted ongoing support for victims of gender-based violence, with 65 Thuthuzela Care Centres and 44 GBV shelters now in operation.
Tackling Corruption
On the corruption front, Ramaphosa assured the public that progress was being made in the fight against corruption.
He revealed that over R10 billion had been recovered in state capture-related cases.
South Africa’s Global Presence
Ramaphosa spoke about South Africa’s leadership role on the global stage, particularly during its presidency of the G20.
He reaffirmed the country’s commitment to promoting peace, development, and economic integration across Africa.
The President also reiterated South Africa’s unwavering support for Palestine and its efforts to find a peaceful resolution to the conflict in Ukraine.
Remarks on US Aid and Global Leadership
Without mentioning them by name, Ramaphosa seemed to take a subtle jab at figures like Donald Trump and Elon Musk, stating that South Africa would not be bullied.
He also raised concerns about the U.S. government’s decision to withdraw some of its funding for HIV and TB programs, which make up 17% of South Africa’s HIV spending.
The President assured the nation that the government had secured funding from its own budget to continue these vital programs and was exploring other interventions to meet the country’s needs.
A Speech Without Bold Solutions
While the President’s speech addressed several key issues, it lacked the bold solutions many were hoping for.
Despite touching on familiar topics, the address failed to provide concrete, actionable plans for tackling South Africa’s most pressing challenges, such as unemployment, poverty, and inequality.
Many South Africans were likely left feeling disillusioned, having heard similar promises in the past, with little progress to show for them.
